Accordingly, to ensure that the work of monitoring, supervising, informing, leading, directing, and operating natural disaster prevention and control is operated continuously, smoothly, promptly, effectively, and is not affected by the work of organizing and deploying the apparatus and implementing the two-level local government, the Provincial People's Committee requests relevant departments, branches, localities, agencies, and units to direct specialized departments and divisions to implement specific measures to prevent, combat, and overcome the consequences of natural disasters in accordance with the developments and situations of natural disasters; not to cause human losses, and to minimize risks and damage to State and people's assets. At the same time, strictly handle collective and individual responsibilities, especially the responsibilities of leaders if they are subjective and do not fully perform their duties and tasks in the work of preventing, combating, overcoming the consequences of natural disasters and search and rescue (if any).
The Provincial People's Committee assigned the Commune People's Committee to absolutely not allow any interruption in leadership, direction, response, and overcoming of natural disaster consequences during the organization of local governments at two levels. The current heads of Party committees and local governments at the commune level must continue to perform their assigned tasks, must not be negligent or subjective in leadership and direction, must focus on closely monitoring the situation, promptly and effectively implement the work of preventing, combating, overcoming the consequences of natural disasters and rescue in the area according to the "four on-site" motto, in accordance with the actual situation in the locality, minimizing damage, especially human lives caused by natural disasters. Along with that, review and complete response plans for each type of natural disaster that may occur in the area.
The Provincial People's Committee assigned the Department of Agriculture and Environment to review, advise and propose plans to improve the organization and apparatus of agencies directing, commanding and performing tasks of natural disaster prevention, control, search and rescue at the provincial and communal levels, clearly assigning responsibilities to organizations and individuals to be ready for operation, ensuring that the work of natural disaster prevention, control, overcoming consequences, search and rescue is operated smoothly, effectively and efficiently, and is not affected after the merger at the provincial level and the end of the district level. At the same time, proactively review and update response plans for each type of natural disaster in the area in the new situation; develop scenarios to be ready to respond and protect key points, not to be passive or surprised when natural disasters occur; review irrigation works in the province affected by storms and floods to advise and propose directions to completely overcome remaining problems before the 2025 storm season; Continue to build monitoring systems and reservoir operation support systems; install information and warning devices in downstream areas of dams, vulnerable and key areas... to strengthen direction and management in case of natural disasters. The Department of Industry and Trade directs the work of ensuring the safety of hydroelectric dams, power transmission systems and ensuring safe power supply during the rainy and stormy season; coordinate with the Department of Agriculture and Environment to direct the safe operation of hydroelectric reservoirs and the effective use of water resources...
