On the afternoon of November 13, continuing the 8th session, the National Assembly discussed in the hall the investment policy of the National Target Program on drug prevention and control until 2030.
According to the Government 's report, the National Target Program on Drug Prevention and Control to 2030 was developed to concretize the implementation of the Party's guidelines, the State's legal policies, and international commitments on drug prevention, control and combat; focusing on solving urgent and key issues, overcoming limitations and limitations in drug prevention and control work.
At the same time, strengthen the role and responsibility of agencies, organizations and people to participate with state management agencies in drug prevention and control work, at the same time, increase resources, meet the requirements of drug prevention and control work in the new situation, contribute significantly to protecting the health of each individual, maintaining the race, ensuring social security, human security, successfully implementing strategic goals, planning, and plans for sustainable socio -economic development of the country.
The total capital for implementing the Program is 22,450,194 billion VND, of which the central budget capital accounts for 78.96%, the rest is local budget capital and other legally mobilized capital sources. The Program implementation period is from 2025 to the end of 2030.
Discussing at the conference hall, the majority of delegates highly agreed with the need to invest in the Program at the scale of the National Target Program, highly appreciated the sense of responsibility and close coordination of the agency in charge of developing the Program, the agency in charge of reviewing, ministries, branches and relevant agencies. The Program is nationally implemented for 6 years (2025-2030) including 9 component projects, 6 sub-projects managed by the Ministry of Public Security and 8 ministries and branches in charge of implementing the component projects.
The goal of 100% eradication of drug hotspots may be difficult to achieve.
Giving his opinion on the discussion, delegate Thach Phuoc Binh (Tra Vinh delegation) expressed his concern about the target of reducing drug supply. The delegates analyzed:
Firstly, regarding the increase in the number of drug crimes detected and arrested in border areas, sea routes and air routes, delegates said that this target is consistent with the goal of reducing drug supply but needs to be carefully evaluated for judgments. A 30% increase in the number of detected cases requires forces to have effective technology, resources and strategies. Therefore, if the techniques and skills of the functional forces are not improved, achieving this goal will be very difficult.

Second, on promoting to detect and destroy 100% of complex drug points and retailers. According to the delegate, this goal is too high and may be difficult to achieve in the context of increasingly sophisticated drug points and subjects, unless there is really good, close, effective inter-sectoral coordination.
Third, the target of over 70% of the specialized force for drug crime prevention and control applying advanced technology. This goal is very reasonable because the application of technology is extremely necessary to monitor, detect and handle drug crimes. Delegates are concerned about ensuring budget resources and having a specific roadmap to achieve this rate.
Regarding the target of reducing demand, the delegate said that controlling the increase in drug addicts to less than 1% per year may be difficult to achieve due to the complexity in controlling and managing the number of drug addicts. This rate also depends on many social and economic factors.
The target is for over 80% of commune-level health stations and 100% of public drug rehabilitation facilities to be qualified to determine addiction status. According to delegates, this is a reasonable and necessary goal to improve the effectiveness of identifying and managing addicts.
However, the reality shows that the current basic health facilities are not guaranteed. Feasibility depends on the budget support for upgrading facilities and training personnel. Therefore, the delegates suggested reviewing this target.
Target of 30% increase in drug detections needs to be reviewed
Agreeing with the above opinion, delegate Nguyen Tam Hung (Ba Ria-Vung Tau delegation) emphasized that investing in the drug prevention program is extremely necessary and demonstrates the determination to protect the security and health of the people. According to the delegate, there was a recent case of a ton of drugs being seized, so the target of increasing the number of drug crimes detected and arrested by 30% is difficult to achieve and needs to be considered.
The target of eliminating 100% of the areas of illegal cultivation of plants containing narcotics found is not enough to reduce supply. Delegates said that this raises questions about considerations when facing challenges in budget and resources.
“Currently, remote areas and ethnic minority areas still lack infrastructure to implement effective drug addiction treatment measures. They do not have a team of drug addiction treatment reception and counseling staff that meets the required standards,” said delegate Tam Hung.
According to the delegate, setting targets without ensuring implementation conditions can reduce the effectiveness of the program. Therefore, the delegate suggested that the Government set targets that are appropriate to resources and implementation capabilities.
Harnessing the Power of Technology in the War on Drugs
Concerned about the implementation of specific projects, delegate Nguyen Hoang Uyen (Long An delegation) said that Project 2 on the application of science and technology in drug prevention and control is very suitable and timely with the trend of digital transformation and modernization in state management, especially in the context of increasingly complex and sophisticated drug crimes. Using technology to localize and search for information about subjects over time, building a database to control legal activities related to connecting national population data related to drug addicts is necessary. However, the delegate suggested that the drafting agency consider making a request for consideration, in addition to investing in hardware and software construction according to the draft, there must be solutions to enhance the application of technology and effective implementation.

Regarding project 6 in the draft, delegates said that it is extremely necessary to increase the provision of intervention and treatment services for drug users, especially synthetic drugs. Therefore, it is necessary to strengthen the organization of the apparatus at all levels, and provide in-depth training in the scientific field of drug addiction treatment such as psychological therapy, harm reduction intervention, substitution treatment, withdrawal treatment and treatment of mental disorders. These are big, extremely important issues that have not received much attention and investment while social needs are increasing...
Total capital investment for the Program is still low.
Also contributing to the discussion, delegate Nguyen Tien Nam (Quang Binh delegation) said that the total investment capital for the Program is still low, and proposed to increase it from the central budget and especially increase funding for projects and sub-projects chaired by ministries and branches. In particular, it is necessary to increase funding for the Ministry of Health to implement medical professional activities related to drug prevention and control; the Ministry of Information and Communications, the Ministry of Education and Training, and the Vietnam General Confederation of Labor to promote propaganda and education on drug prevention and control in the community.
The delegate also emphasized that while this Program has not been developed and approved, drug prevention and control work has been and must continue to be carried out regularly, resolutely, and continuously. The delegate proposed that the Government prioritize funding allocation, resolutely direct relevant ministries, branches, and provincial People's Committees to implement the Program's tasks to ensure progress; especially propaganda and education work in the community and implementation of projects and sub-projects of the Program.
In addition, the delegate also requested the drafting agency to continue to study, review and carefully evaluate the implementation of specific targets (such as some 100% absolute targets to ensure feasibility); review the planning and resources to implement the Program to ensure no duplication and effectiveness; Regarding the implementation mechanism (stated in Article 3), it is recommended to assign specific tasks to the People's Council and People's Committee at the provincial level, clearly defining the functions, tasks and authorities for localities to organize implementation to ensure no problems./.
