During his official visit to Romania, on January 21 (local time), Prime Minister Pham Minh Chinh visited the Romanian National Institute for Informatics Research and Development.

Expressing his honor and welcoming Prime Minister Pham Minh Chinh - a former Vietnamese student and diplomat in Romania, Director of the Romanian National Institute for Informatics Research and Development (ICI) Adrian Victor Vevera said that ICI is a leading strategic research institute with a history of more than 50 years in developing IT human resources for Romania.

ICI plays an important role in training IT human resources, contributing to the progress and development of Romania. ICI's research and technology application projects not only provide advanced solutions but also contribute to the optimization of resources and improvement of the quality of life.

The Institute is the agency that established the internet network in Romania, the data center, built cloud computing projects for state facilities, built supercomputers, established a cyber diplomacy center, pioneered in developing block chain technology, established a mobile data recovery center; built a virtual exchange... ICI Institute looks to the future with confidence, ready to work with Vietnam to promote this field.

Speaking at the visit, Prime Minister Pham Minh Chinh said that Vietnam is mobilizing all resources to serve the country's rapid and sustainable development, based on science, technology, and innovation. In particular, Vietnam has built and implemented the National Digital Transformation Strategy; the National Strategy on Research, Development and Application of Artificial Intelligence; established the National Innovation Center; and requested the Romanian ICI Institute to consider Vietnam a priority partner in the process of expanding international cooperation.

In the immediate future, the Prime Minister suggested that the two sides send working delegations to each other to learn and jointly develop cooperation plans and programs; the ICI Institute helps Vietnam train high-quality human resources in this field.

According to Prime Minister Pham Minh Chinh, the World Economic Forum (WEF) Conference taking place in Davos (Switzerland) in 2024 with the theme “Rebuilding Trust” shows that trust is an extremely important factor, while Vietnam and Romania already have trust. The biggest obstacle between the two countries is the geographical distance, but cooperation in science and information technology can overcome this limitation.

The Prime Minister encouraged Vietnamese and Romanian experts to research and develop cooperation projects together, especially in the fields of artificial intelligence (AI), cyber security and the application of information technology in social life. The Prime Minister affirmed: “Time is limited, but cooperation between the two countries, especially in the fields of science and technology, artificial intelligence (AI), block chain, etc., is limitless.”

Prime Minister Pham Minh Chinh witnessed the Romanian National Institute for Informatics Research and Development and the Vietnam National Institute of Digital Technology and Digital Transformation exchanging a Memorandum of Understanding on cooperation.

The Prime Minister believes that cooperation between the two countries in the field of information technology and information technology will create new opportunities and contribute to promoting bilateral relations. The combination of ideas and research will increase strength and vision, creating new momentum to promote growth for both Vietnam and Romania.

At the meeting, implementing the opinion of Prime Minister Pham Minh Chinh, leaders of Vietnamese ministries and branches suggested and proposed areas of cooperation with ICI. In particular, the Ministry of Public Security connected and then worked with ICI to explore cooperation opportunities in the field of cyber security.

Also at the meeting, witnessed by Prime Minister Pham Minh Chinh, the Romanian National Institute for Informatics Research and Development and the Vietnam National Institute of Digital Technology and Digital Transformation exchanged a Memorandum of Understanding on cooperation.

In 2019, as the President of the European Union (EU), Romania played a decisive role in helping the EU and Vietnam sign the Free Trade Agreement (EVFTA). Romania was one of the first countries to ratify the Vietnam - EU Investment Protection Agreement (EVIPA), thereby contributing to the remarkable growth of Vietnam's import and export turnover. In 2022, Vietnam's import and export turnover reached 735 billion USD, nearly twice the country's GDP. In 2023, in the context of many difficulties and challenges in the world, export turnover still reached more than 700 billion USD.
