In the context of the final year of the 2020-2025 term, while simultaneously implementing a two-tiered local government model and merging the Department of Science and Technology with the Department of Information and Communications, the Science and Technology sector of Nghe An province has clearly demonstrated its core, proactive, and flexible role. The merger of the organizational structure was implemented urgently and scientifically, significantly reducing the number of organizational units while ensuring smooth and uninterrupted operation.

In the field of science and technology management and development, the Department has advised on the development and implementation of many key programs and projects. Notably, it has concretized Resolution 57-NQ/TW of the Politburo through action plans of the Provincial Party Committee and the Provincial People's Committee, and established the Steering Committee on science and technology development, innovation, and digital transformation.
Research and application of scientific and technological advancements continued to be promoted, closely linked to practical requirements. During the year, the Department managed 49 scientific projects at various levels; organized dozens of training courses and technology transfer programs for thousands of officials and farmers; and effectively implemented policies supporting the application of biological products, contributing to sustainable agricultural development. The social sciences and humanities sector also left its mark with workshops and research projects serving policy planning, green economy development, Halal economy development, and local brand building.

Digital transformation is one of the most prominent highlights of 2025. The province's digital infrastructure and shared platforms continue to be invested in and upgraded; 100% of administrative procedures are provided online, with the rate of online applications exceeding 84%. The "Digital Literacy Movement" has been widely implemented, with hundreds of training courses bringing digital skills to the grassroots level, especially in the 130 newly merged communes and wards.
Furthermore, Techfest Nghe An Open 2025 made a strong impression, becoming a large-scale science and technology event in the North Central region, attracting 132 startup projects, many of which utilize high technology, and practical investment commitments, contributing to the formation of a dynamic innovation and startup ecosystem in the province.
Leveraging the driving role of science, technology, and digital transformation.

Entering 2026, the Science and Technology sector of Nghe An province is determined to continue adhering to the resolutions of the Central Government, the Provincial Party Committee, and the Provincial People's Committee, taking science and technology, innovation, and digital transformation as key drivers for development. The focus will be on effectively implementing the Program for research, application of science and technology, and innovation to serve rapid and sustainable socio-economic development in the 2026-2030 period; and organizing the selection and strict management of scientific projects and research topics, ensuring quality and applicability.
The sector also aims to further improve digital infrastructure, ensure the smooth operation of digital government platforms, promote the digital economy and digital society; enhance the capacity for managing standards, measurement, and quality; and support businesses in technological innovation, intellectual property development, and market expansion. Training and developing human resources in science and technology, especially digital human resources at the grassroots level, continues to be considered a key task.

At the Conference summarizing science and technology activities in 2025 and outlining tasks for 2026, many presentations from departments, sectors, and localities focused on analyzing the difficulties in the operation of the two-tiered local government system, proposing solutions to overcome obstacles related to infrastructure, human resources, and policy mechanisms, in order to ensure that science and technology truly become integrated into daily life.
Delivering a keynote address at the conference, Mr. Thai Van Thanh, Vice Chairman of the Provincial People's Committee, acknowledged and highly appreciated the comprehensive efforts and achievements of the Science and Technology sector in 2025. He also requested the sector to continue to promote its strategic advisory role, focus on key tasks, avoid spreading resources too thinly; strengthen inter-sectoral coordination, and mobilize social resources for the development of science and technology, innovation, and digital transformation, thereby making more practical contributions to the goal of rapid and sustainable development of Nghe An in the new period.

At the conference, on behalf of the Prime Minister, Mr. Thai Van Thanh presented the Prime Minister's Certificate of Merit to two individuals for their outstanding achievements in digital transformation; and awarded the Provincial People's Committee's Emulation Flag to the Digital Transformation Department. On this occasion, the Provincial People's Committee also decided to award the title of Excellent Labor Collective to two collectives; the title of Provincial-level Emulation Fighter to four individuals; and the Certificate of Merit from the Chairman of the Provincial People's Committee to three individuals. The Director of the Department of Science and Technology also presented Certificates of Merit to 15 outstanding individuals from various departments and units under its jurisdiction.
