According to the plan, the groundbreaking ceremony will take place from October 5 to October 10, 2025. The project list includes: Investment project to build Thuong Cat bridge and roads at both ends of the bridge; component project 2 - Investment project to build Tran Hung Dao bridge (road items at the bridge head and a connecting branch); investment project to build Le Hong Phong Cadre Training School; investment project to build Hanoi Kidney Hospital (facility 2); investment project to build Ngoc Trai Theater and thematic cultural and artistic park; investment project to build underpass at Co Linh intersection (Long Bien ward); investment project to build park on both sides of To Lich river.
Also on this occasion, the Hanoi People's Committee also started the Urban Railway Project No. 2, Nam Thang Long - Tran Hung Dao section, with the groundbreaking ceremony held at the Xuan Dinh depot area. At the same time, the city will announce and publicize the detailed planning of station C9, the route plan and the location of the project from station C8 to station C10 (scale 1/500) and associated with the groundbreaking of the Compensation, support, resettlement, and site clearance project belonging to the group of investment projects to build the Square - Park east of Hoan Kiem Lake.

To ensure the progress of the groundbreaking ceremony, the City People's Committee requests the Management Boards of 4 projects in the contractor selection phase, including: Le Hong Phong Cadre Training School, Hanoi Kidney Hospital (facility 2), Co Linh intersection underpass, Thuong Cat bridge and roads at both ends of the bridge, and related project management boards to urgently coordinate with departments and branches to complete legal documents to be eligible to organize the selection of construction contractors. Difficulties beyond the authority must be promptly reported to the City People's Committee for consideration and resolution.
Site clearance work was also emphasized. In particular, the People's Committees of Phu Luong, Bo De, Hong Ha, Thuong Cat and Thien Loc wards were assigned to speed up the progress of compensation, support, resettlement, and ensure the handover of clean land for the groundbreaking ceremony.
Regarding the Tran Hung Dao Bridge Construction Investment Project, the Department of Finance will preside over and coordinate with units to arrange capital for implementation, and at the same time study and advise the City People's Committee to submit to the People's Council at the 26th thematic session (scheduled for September 19, 2025) to adjust the investment policy. The People's Committee of Bo De Ward needs to urgently speed up the site clearance work, and at the same time coordinate with the City Traffic Construction Investment Project Management Board to determine a suitable starting location, which can be considered at the Co Linh intersection area.
Along with that, the City People's Committee assigned the Department of Finance to coordinate with the Department of Construction and related units to review, classify, and group projects according to their nature and scale; urge investors to complete legal procedures, and ensure conditions for commencement of construction. The Department of Construction is responsible for coordinating, supervising, guiding, and inspecting, ensuring progress according to the city's requirements.
The simultaneous groundbreaking of eight projects and related works on the occasion of the 71st anniversary of the Capital Liberation Day not only has political significance, but also affirms Hanoi's determination to invest in infrastructure, improve the urban appearance, and improve people's lives. This is also an important preparation step towards the goal of developing the Capital sustainably and modernly in the new period.
