On the morning of April 21st, the Huu Nghi - Chi Lang expressway and the connecting sections to the Tan Thanh and Coc Nam border gates were officially launched under a build-operate-transfer (BOT) contract.
The Huu Nghi - Chi Lang Expressway is over 43 km long, starting at National Highway 1 connecting to the Huu Nghi border gate in Dong Dang town, Cao Loc district, Lang Son province. The end point connects to the Bac Giang - Chi Lang Expressway in Mai Sao commune, Chi Lang district, Lang Son province. The expressway is being developed with 4 lanes and a roadbed width of 17 meters in phase 1. In the completed phase, the project will be upgraded to 6 lanes, 32 meters wide.
The project also includes investment in two connecting sections between Tan Thanh and Coc Nam border gates, totaling 17 km in length. These two connecting sections will initially have two lanes and a width of 14.5 m, later upgraded to four lanes and a width of 22 m upon completion.
The total investment for the project is VND 11,024 billion, of which VND 5,495 billion comes from the state budget and VND 5,529 billion is mobilized by investors. State capital will be used to build infrastructure within the project and to pay for land clearance and resettlement support.

The People's Committee of Lang Son province is the competent state agency responsible for implementing the project. The consortium of investors carrying out the project includes the following companies: Deo Ca Construction Joint Stock Company, Deo Ca Group Joint Stock Company, Construction Company 568 Joint Stock Company, and Lizen Joint Stock Company, led by Deo Ca Group. This is the investor that previously "rescued" the Bac Giang - Lang Son expressway, which had been stalled for many years.
Mr. Ho Minh Hoang, Chairman of Deo Ca Group, believes that the Huu Nghi - Chi Lang expressway will help traffic flow smoothly, solving the problem of low traffic volume and revenue of the "dead-end" Bac Giang - Chi Lang expressway.
At the groundbreaking ceremony, Prime Minister Pham Minh Chinh stated that this is the final project of the eastern section of the North-South expressway to be implemented. The project will connect the provinces of Lang Son and Cao Bang with Hanoi , opening up new development opportunities for these localities. Thanking the people of Lang Son for giving up their land for the project, he requested that local authorities take care of the people's lives, ensuring they have a better life than in their previous homes.

To achieve the goal of completing the North-South expressway by 2025, the Prime Minister requested that ministries and agencies work closely with Lang Son and Cao Bang provinces to resolve project obstacles within their authority, avoiding shirking responsibility and prolonging construction time. Local authorities also need to promote self-reliance to ensure the expressway is implemented on schedule. Investors must ensure safe and high-quality construction.
"The goal set by the 13th Party Congress is to complete 3,000 km of expressways by 2025, including the vital North-South expressway. At that time, the country will have new development space, connecting the North-South and East-West economies, and linking ASEAN and China," the Prime Minister said.

The Huu Nghi - Chi Lang project is planned to connect with the Bac Giang - Chi Lang (Lang Son) expressway to form an expressway from Hanoi to the Huu Nghi border gate. This route will facilitate the movement of goods across the Vietnam-China border and promote socio-economic development in the northeastern provinces, contributing to the synchronization of the expressway network, increasing international trade, and boosting the country's socio-economic development.
