Groundbreaking ceremony of the Noi Bai-Lao Cai expressway expansion project, Yen Bai-Lao Cai section

On October 1, at Km237 Toll Station, Noi Bai-Lao Cai Expressway, in Gia Phu Commune (Lao Cai), Vietnam Expressway Corporation (VEC) held a groundbreaking ceremony for the project to expand the Yen Bai-Lao Cai section of the Noi Bai-Lao Cai Expressway.

Vietnam Expressway Corporation (VEC) started construction of the Yen Bai - Lao Cai section expansion project of the Noi Bai - Lao Cai expressway.

This is one of the first projects submitted by the Ministry of Finance to the Government to assign VEC as the competent authority to implement in accordance with the provisions of the law on public investment.

After completion and operation, the project will synchronize the scale with the Noi Bai-Yen Bai section, improve traffic capacity, ensure traffic safety, gradually complete the route according to the plan, meet the transportation needs on the Kunming-Lao Cai-Hanoi-Hai Phong economic corridor. At the same time, it will create conditions for inter-regional connectivity, create strong momentum, promote socio-economic development and ensure national defense and security for localities in the northern mountainous region as well as the whole country.

Speaking at the groundbreaking ceremony, Mr. Truong Viet Dong, Chairman of the Board of Members of VEC, said that since its inauguration (2014), traffic volume through the Noi Bai-Lao Cai expressway has continuously increased, posing an urgent need to study and invest in expanding the route, especially the Yen Bai-Lao Cai section.

The completed project will contribute to the successful implementation of the Party, State and Government's policy on investing in completing the planned expressways; serving the economic, cultural and social development strategy, ensuring national defense and security; in line with the planning and orientation of traffic development in the Hanoi capital region, the midland and mountainous areas of the North.

Along with that, gradually complete, synchronize, and modernize the road traffic network connecting regions; complete investment with approved planning scale, meet traffic capacity requirements, suitable for current and future traffic volume. At the same time, improve the investment efficiency of the project, contribute to enhancing smooth traffic capacity, ensure traffic safety and maximize the important inter-regional connection projects under construction.

The project starts at Km123+80 (IC13 intersection), ends at Km244+155 (IC18 intersection), is about 121km long, with a total investment of nearly VND 7,668 billion, of which public investment capital is VND 3,000 billion, the rest is mobilized by VEC. It is expected that the project will be basically completed in 2026 under the direction of the Prime Minister. The intelligent transport system (ITS) is invested in the entire route to meet the synchronous and continuous connection of equipment serving toll management and exploitation.

The project will invest in expanding the roadbed, road surface and works on the Yen Bai-Lao Cai section, including expanding the road surface from 2 lanes to 4 lanes, roadbed width of 24m, with a median strip in sync with the sections that have been expanded in phase I; extending the underpass to match the scale of the highway from 2 lanes to 4 lanes. With the old road surface, based on the results of the survey of the old road surface strength and longitudinal design solutions, it will design to strengthen or renovate, ensuring synchronization and safe exploitation.

"In addition, the project will add IC15 intersection at Km165+690; there are 47 bridges on the route, of which 4 bridges are fully invested in phase II; 43 bridges are not yet wide enough according to the roadbed scale. At the same time, invest in building a new tunnel on the left side of the route with a length of 530m; the cross-section of the new tunnel ensures the scale of 3 lanes running in one direction, Lao Cai-Noi Bai, suitable for the scale of a 6-lane highway" said Mr. Truong Viet Dong.

Representative of the construction unit, Colonel Nguyen Minh Khiem, General Director of Corporation 319 (Ministry of National Defense), said that in implementing the project, the contractor actively and proactively coordinated with relevant agencies to complete legal procedures, mobilize human resources, means, equipment, organize project construction in accordance with the approved design, strictly comply with regulations, ensure progress, quality, technique, aesthetics, absolute safety during construction, promptly and effectively handle arising issues, participate in maintaining political security, social order and safety in the area. The construction unit is determined to complete and hand over the project in accordance with the signed contract.

Comrade Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lao Cai province spoke.

In order for the Yen Bai-Lao Cai section expansion project to be implemented with guaranteed progress and quality, Comrade Tran Huy Tuan requested the investor, consulting unit, and construction contractor to regularly monitor and closely supervise the construction process, promoting a high level of spirit and responsibility.

Lao Cai province commits to creating the most favorable conditions for investors and contractors during the project implementation process, especially in site clearance, ensuring social security, stabilizing people's lives, and resolving arising problems.

Deputy Minister of Finance Do Thanh Trung highly appreciated VEC as well as contractors and consultants in completing preparations and promptly starting the project.

The groundbreaking ceremony marks an important step in the project investment and construction process. Therefore, VEC, contractors, consultants, engineers, workers and employees at the construction site need to closely follow the progress, ensure the quality of the project, and realize the dream of completing the route. During the project implementation, the Ministry of Finance will accompany Lao Cai province, VEC, contractors and consultants to ensure the best conditions for project implementation.
