Construction of Ring Road 4 (HCMC) through Binh Duong will start in July 2024

Binh Duong province plans to hand over 70% of the site in the third quarter of 2024 to start construction of the Ring Road 4 project in Ho Chi Minh City in July 2024.

Binh Duong Provincial People's Committee has just issued Plan No. 1014/KH-UBND on organizing the implementation of the investment project to build Ho Chi Minh City Ring Road 4 from Thu Bien Bridge to Saigon River (through Binh Duong province) under the public-private partnership (PPP) method.

According to the approved plan, Binh Duong will hand over at least 50% of the site in the second quarter of 2024, and hand over 70% of the site in the third quarter of 2024, completing all site clearance work this year.

The Project is expected to start construction in the third quarter of 2024 (expected on July 10, 2024); focusing on completing construction and putting it into operation from the fourth quarter of 2026.

According to the pre-feasibility study report of the Ring Road 4 Project (HCMC), the section passing through Binh Duong province is 47.4 km long, with a total investment of VND 18,993 billion.

Regarding the implementation plan, Ho Chi Minh City and the provinces with the project will sign and issue a master plan for investment and construction of the Project in March 2024.

Ho Chi Minh City People's Committee shall preside over and coordinate with the provinces to develop specific mechanisms and policies for the Project, submit them to the Ministry of Planning and Investment for appraisal in April 2024, report to the Prime Minister, and submit them to the National Assembly for approval in June 2024.

At the 4th conference on exchange and cooperation between localities in the Southeast region, the first quarter of 2024, which took place recently, the provinces and cities where the Project passes through all agreed to recommend that the Ministry of Transport hire a consulting unit to make an overall assessment of the entire Ring Road 4 route and that the Ho Chi Minh City People's Committee organize the selection of a general consulting unit using the City's budget.

The localities also agreed to recommend the Ministry of Planning and Investment to advise the Prime Minister to approve the policy of submitting to the National Assembly for approval a Resolution on special mechanisms and policies for the construction of Ring Road 4 in Ho Chi Minh City to remove difficulties and obstacles and speed up the implementation progress.

Regarding capital, localities proposed that the central budget support 50% of the total budget capital participating in the project, of which Ho Chi Minh City is 3,798 billion VND; Binh Duong 4,398 billion VND; Dong Nai 5,390 billion VND; Ba Ria - Vung Tau 2,060 billion VND. Long An province alone proposed that the central budget support 26,810 billion VND (accounting for 90% of the total investment capital for the section passing through the province).
