On May 18th, the groundbreaking ceremony for the Quynh Lap LNG Thermal Power Plant project was held in Tan Mai ward, Nghe An province.
This project is of great importance, a key power generation project prioritized for investment in the National Power Development Plan (Power Plan VIII). It is one of the largest energy projects in the North Central region of Vietnam today.

The project received investment approval from the People's Committee of Nghe An province in February 2026 with a total investment of approximately VND 59,372 billion, equivalent to over USD 2.2 billion. The project is invested by a consortium of Vietnam Oil and Gas Power Corporation, Nghe An Sugar Company Limited, and SK Innovation Energy Group (South Korea).
According to the plan, the projected land use requirement is approximately 60 hectares and about 100 hectares of sea surface area in Tan Mai ward (Nghe An province).

The project involves an investment in a large-scale facility including a 1,500MW LNG (liquefied natural gas) thermal power plant, utilizing two combined-cycle gas turbine units (750MW each), and is expected to be completed and put into operation between 2026 and 2030.
The project includes an LNG storage facility with a capacity of approximately 250,000 m³, a regasification system, a dedicated port capable of receiving LNG vessels up to 150,000 tons, and a comprehensive technical infrastructure system. The plant is expected to consume approximately 1.15 million tons of imported LNG annually.
Speaking at the ceremony, Mr. Vo Trong Hai, Chairman of the People's Committee of Nghe An province, emphasized that this is a key project with strategic significance in national energy development, contributing to the concretization of Resolution No. 70 of the Politburo on ensuring national energy security. It is also an important driving force project in the planning of Nghe An province for the period 2021-2030, with a vision to 2050.

The project not only contributes to supplementing the national power grid with a stable, modern, and environmentally friendly power source, but also opens up new development opportunities for the northern region of Nghe An province. Once operational, the project will create a strong impetus, promoting the development of industry, services, logistics, and port infrastructure, creating jobs, increasing budget revenue, and enhancing the province's ability to attract investment in the future.
This is a significant milestone affirming Nghe An province's determination to shift its economic structure towards modern industrialization, green growth, and Vietnam's Net Zero commitment.
To ensure the project is implemented on schedule, the Chairman of the People's Committee of Nghe An province requested the joint venture investors to focus maximum financial and human resources on implementing the project scientifically and systematically; to urgently complete the relevant documents and procedures to ensure the plant is operational and generating electricity in 2030; for the construction contractors to strictly adhere to technical standards and regulations, ensuring the quality and safety of the construction and labor; and to strictly comply with environmental regulations, minimizing the impact on the lives, production, and daily activities of people in the area.
The provincial departments, agencies, and localities will continue to accompany and provide maximum support to investors in resolving administrative procedures, land clearance, and technical infrastructure, creating the most favorable conditions for project implementation; proactively resolving difficulties and obstacles within their authority, ensuring safety, security, and order during project implementation.
