Commencement of construction of Ring Road 4 of the Capital Region

Started on the morning of June 25 in all three localities of Hanoi, Bac Ninh and Hung Yen, the 112 km long Belt 4 of the Capital Region includes both elevated and low-lying roads.

Exactly one year after the National Assembly passed a resolution on the investment policy for the project to build the 4th ring road in the capital region (June 2022), the project has started construction at 6 points.

In Hanoi, the four starting points include the intersection between Ring Road 4 and National Highway 2, in Thanh Xuan Commune, Soc Son District; the intersection with Thang Long Boulevard, in Song Phuong Commune, Hoai Duc District; the southern axis intersection at Km45+700, in Tam Hung Commune, Thanh Oai District and the intersection with the old National Highway 1A at Km52+600, in Van Binh Commune, Thuong Tin District.

Bac Ninh organized the groundbreaking ceremony at Km35+200 of the Noi Bai - Ha Long expressway connecting section, Khac Niem ward, Bac Ninh city. Hung Yen chose Van Giang district as the starting point for the Ring Road 4 project passing through the province.

As required by the Government, localities have completed site clearance of 70% of the land area before the commencement of construction. To date, all three localities have exceeded the target, with Hanoi and Bac Ninh reaching over 81%, and Hung Yen over 70%.

Localities have also approved projects for compensation, support, resettlement and construction of parallel roads (urban roads) through the area. Particularly, the expressway construction investment project under the public-private partnership model under the authority of Hanoi City is expected to be approved in September, with the selection of contractors and investors and construction starting in the first quarter of 2024.

Secretary of the Hanoi Party Committee Dinh Tien Dung, Head of the Steering Committee for the project implementation, said that the groundbreaking is just the first step to announce the results of the work in the past time, the important thing is to continue to carry out the tasks in the coming time. "I note that once the construction has started, it must be done immediately, and once it has been done, it must be done continuously. The investor must require the contractor to prepare enough machinery and materials to organize the construction," said Mr. Dung.

The 112 km long Belt 4 of the Capital Region passes through Hanoi, Hung Yen and Bac Ninh. Of which, the section through Hanoi is 58.2 km, the section through Hung Yen is over 19 km, the section through Bac Ninh is over 25 km and the connecting route is 9.7 km long. The starting point of the project is at the Hanoi - Lao Cai expressway connection point, the end point is at the Noi Bai - Ha Long expressway connection point. The total investment is over 85,000 billion VND. The project will start in 2022, with the basic goal of completion in 2026 and operation in 2027.

The project is implemented in 7 component projects, operating independently. Of which, Hanoi implements 3 component projects: Compensation, support, resettlement; construction of parallel roads (urban roads) in Hanoi and investment in the construction of the expressway system under the PPP method. Hung Yen and Bac Ninh provinces are each responsible for 2 component projects: Compensation, support, resettlement and construction of parallel roads (urban roads) in each province.
