Hanoi plans to reduce the number of residential groups by more than 2,700.

On the afternoon of June 2nd, at the third session (special session), the 17th Hanoi City People's Council passed a Resolution stipulating the organization and operation of villages and residential areas; titles, number, regimes, and policies for part-time officials in villages and residential areas in Hanoi.

The resolution was issued to concretize the Law on the Capital City, creating a legal basis for streamlining community organizations to be more practical and improve management efficiency at the grassroots level. The term of office for village heads, neighborhood group leaders, deputy village heads, and deputy neighborhood group leaders is stipulated as 5 years.

Regarding organizational structure, each village or residential area has a head or group leader and 1-2 deputies depending on population size and characteristics. Villages with 800 or more households, residential areas with 1,000 or more households, or those located in key areas for national defense, security, and order, or in particularly difficult areas, may have a maximum of 2 deputies.

The resolution also stipulates that Hanoi will use the city's budget to supplement funding, ensuring that the allowance fund for this group is higher than the national average. For areas with a large scale or those of strategic importance for national defense and security, the monthly allowance fund will be 12 times the basic salary; for other areas, it will be 9 times the basic salary.

Regarding policies and regulations, the resolution stipulates that the Party branch secretary and the village head or neighborhood group leader will receive an allowance equal to 2.8 times the basic salary; the head of the Fatherland Front working committee will receive 2.4 times; and the deputy village head or deputy neighborhood group leader will receive 2 times the basic salary.

Previously, in its explanatory report, the Hanoi People's Committee stated that the city currently has 5,467 villages and residential areas. After the reorganization, it is expected that there will be 2,755, a reduction of 2,712 villages and residential areas compared to the current number. The total number of part-time officials, including deputy village heads and deputy residential area leaders, is currently 17,696. According to the proposed plan, the number of part-time officials in villages and residential areas will be reduced to 12,909, a decrease of 4,787.

The resolution takes effect from July 1, 2026.
