Innovation is affirmed as the driving force to turn ideas into economic value, enhancing national competitiveness.

The contribution of innovation to economic growth is increasingly large, therefore, Resolution No. 57-NQ/TW of the Politburo emphasizes that innovation, together with science, technology and digital transformation, is the main driving force to enhance national competitiveness.

Innovation in Vietnam is defined as a national movement, because the socio-cultural strength of the nation can only be strongly promoted when the whole community participates. Therefore, the Politburo assigned the Ministry of Science and Technology to develop a National Startup Project to promote the formation of the spirit of innovation among the entire population, making innovation a way of life for all people and organizations.

In recent times, the Government has made efforts to improve the legal framework to promote innovation, such as financial, tax and credit incentives for businesses; new technology testing mechanisms; human resource development and digital infrastructure. Localities have implemented the Provincial Innovation Index (PII) to mobilize the entire political system and people to participate in innovation activities.

The Ministry of Science and Technology has committed to annually organizing the Innovation Week, launching the movement "Each citizen has an idea for improvement, each cadre and civil servant innovates from the smallest things". Many agencies, units and enterprises have materialized this through innovation competition activities.

Innovation is carried out in many fields and industries, but most clearly in creative start-ups. Currently, our country has more than 3,000 start-ups, many technology unicorns such as MoMo and Sky Mavis have reached out internationally. In addition, large enterprises and corporations also spread the power of innovation in the business community.

According to WIPO, the results of the Global Innovation Index (GII) 2025, with a ranking of 44/139 economies, second in the group of lower-middle-income countries, show that Vietnam possesses an effective innovation ecosystem.

Thanks to the synchronous participation of the Government, businesses, universities and the social community, mass innovation is becoming a characteristic that many countries can learn from Vietnam.

Research has shown that innovation is a strategic gateway for developing countries to shorten the gap, optimize limited resources, and create practical value from what is available for rapid development. Vietnam is facing many challenges such as escaping the middle-income trap, becoming a developed country with high income, streamlining the apparatus, reaching 40% of enterprises with innovation activities by 2030... requiring a synchronous and effective approach to innovation.

The leaders of the Ministry of Science and Technology said that it is necessary to create an innovation ecosystem where businesses can improve products suitable for the domestic market, people can innovate in their actual conditions, and the State supports the environment, institutions and motivation for innovation to be unleashed and spread.

Innovation is measured by the volume of inventions and products applied in practice, but the number of inventions is still low and the commercialization rate is only 5-7%. Therefore, it is necessary to build a mechanism to encourage the commercialization of research results, especially creating a mechanism to finance intellectual property, helping scientists and businesses feel secure in bringing products to market. The innovation ecosystem needs to expand connections between research institutes, universities, businesses and the community, along with supporting intermediary organizations, to turn ideas into practical values ​​and spread into a mass movement.

In addition, it is necessary to strongly develop a culture of innovation, accept risks, and encourage testing of new technologies. In particular, the State needs to boldly assign topics and order major problems to intellectuals and the young generation, both to exploit knowledge resources and to foster the desire for creativity to spread in society. In addition, it is necessary to expand international cooperation, attract knowledge, talents and resources from the Vietnamese community abroad, and at the same time learn from the experiences of countries that have succeeded in popularizing a culture of innovation, thereby perfecting mechanisms and policies to encourage innovation.
