For the first time, Article 47 of the Law on Science , Technology and Innovation stipulates innovation centers, provincial innovation centers and national innovation centers.
The Law also stipulates that innovation centers are given priority in renting land and using infrastructure in industrial parks, export processing zones, economic zones, high-tech zones, high-tech agricultural zones, and concentrated digital technology zones; and given priority in using research and development equipment in shared laboratories....
It is known that the Ministry of Science and Technology is currently developing a circular to guide and define the function of the innovation center as an organization to connect, gather and mobilize resources; provide support services for organizations, businesses and individuals to carry out innovation activities; connect and develop the innovation system.
The main tasks of the innovation center include 5 groups: survey, synthesis, analysis of needs and consulting on innovation solutions; connecting and implementing innovation support; providing innovation support services (technology demonstration, product testing, technical training, technology incubation and startup incubation;...); support on intellectual property, legal, financial for innovation; building platforms, developing national/regional/industry innovation systems.
The law also stipulates that innovation centers at any level are determined based on criteria on technical infrastructure, resources, implementation capacity, objectives, and performance results. On that basis, innovation centers can request recognition from competent authorities as a basis for applying preferential and support policies in accordance with the provisions of law.
According to the Law on Science, Technology and Innovation, the Ministry of Science and Technology has the authority to recognize National Innovation Centers and Provincial Innovation Centers.
Mr. Chu Thuc Dat, Deputy Director of the Department of Innovation (Ministry of Science and Technology), said that the goal and orientation for the coming years is to have 100 innovation centers nationwide; strive for each locality to have at least 1 innovation center, each ministry and sector to have at least 1 innovation center; encourage the widespread development of innovation systems in research institutes, especially universities and educational institutions.
