Speaking at the regular Government meeting in May 2026, held on June 3, 2026, Minister of Justice Hoang Thanh Tung emphasized the need to accelerate the development and improvement of institutions and administrative procedures reform to meet the requirements of national development in the new period.

"Currently, the workload for legislation, drafting detailed regulations, and reviewing the legal system is enormous, requiring the decisive involvement of ministries, sectors, and localities with a more proactive, responsible, and urgent spirit," Minister Hoang Thanh Tung said.

Avoid creating legal loopholes.

Reporting at the session, the Minister of Justice stated that, in the context of the Government focusing on promoting growth, improving the investment and business environment, and enhancing the effectiveness and efficiency of national governance, the work of perfecting institutions continues to be identified as one of the key tasks, of decisive importance in removing bottlenecks, unlocking resources, and creating new development space for the economy .

According to the Ministry of Justice, from now until March 1, 2027, the Government will have to prepare and submit approximately 85 draft laws and ordinances to the National Assembly. Of these, 41 projects have been included in the legislative program, 11 projects are under consideration for inclusion, and 33 others are in the research and proposal process.

This is a huge amount of work to be done in a short period of time. In particular, many draft laws are being developed to address regulations that will expire on February 28, 2027, ensuring the continuity of the legal system and preventing legal gaps that could affect state management, production and business, and social life.

Therefore, the requirement is not only to complete the task quantitatively but also to ensure quality, consistency, and practical implementation. According to the head of the Ministry of Justice, this requires ministries and agencies to be more proactive in preparation, coordinating closely with the review agency, the drafting agency, and other relevant agencies to accelerate the policy development process.

Notably, following the direction of the National Assembly Standing Committee, the extraordinary session scheduled for the end of July will consider a significant number of draft laws to reduce pressure on the year-end session. The goal is to include approximately 25-30 draft laws, equivalent to nearly 30% of the remaining total, in the agenda of this session.

According to the head of the Ministry of Justice, this is not only a technical solution to allocate workloads more rationally, but also demonstrates a determination to accelerate the completion of institutional reforms to promptly address difficulties and obstacles for citizens and businesses.

The projects prioritized for early submission mainly focus on cutting administrative procedures, simplifying investment and business conditions, reducing legal compliance costs, and improving the mechanism of decentralization, delegation of power, and organizational restructuring in accordance with the new policies of the Party and the State.

Institutions must take the lead in removing bottlenecks to development.

According to Minister Hoang Thanh Tung, recent development experiences show that many obstacles to growth do not lie in resources but in legal regulations that have not kept pace with practical requirements. Therefore, the spirit emphasized by the Ministry of Justice is "addressing problems wherever they arise," and promptly addressing any shortcomings within the scope of authority.

According to the Minister, alongside the drafting of new laws, the issuance of detailed regulations also plays a particularly important role. If a law has come into effect but the guiding decrees and circulars are slow to be issued, the new regulations will be difficult to implement, reducing the effectiveness of the policy.

According to a report by the Ministry of Justice, in May, ministries and agencies made significant positive progress by issuing 60 detailed regulations, a 1.5-fold increase compared to the previous month.

In particular, by July 1, 2026, more than 100 detailed regulations will need to be issued. This places immense pressure, requiring close guidance from the Government and direct responsibility from the heads of ministries and agencies.

Continue to accelerate administrative procedure reforms.

According to data from the Ministry of Justice, the Government has recently issued 11 resolutions on reducing and simplifying administrative procedures and decentralizing the handling of these procedures. This is an important step in the administrative reform process, creating more favorable conditions for production, business activities, and people's lives.

However, the implementation process in some ministries and agencies is still slow. Some administrative procedures, although streamlined or decentralized, have not been fully publicized, and the restructuring of the processing procedures for implementation in the digital environment has not been completed.

The Ministry of Justice has requested ministries and agencies to expedite the publication and restructuring of administrative procedures in the digital environment, connecting and effectively utilizing national and specialized databases to ensure that the Government's resolutions on reducing administrative procedures are implemented promptly, minimizing the need for citizens and businesses to re-provide information already available in state databases.
