Implementing the New Rural Development Program, the appearance of Phuc Thuan commune (Pho Yen city) has improved a lot. In particular, the infrastructure is increasingly synchronized and modernized, meeting the needs of the people, contributing to promoting local socio -economic development.

Mr. Do Cong Hanh, Chairman of the People's Committee of Phuc Thuan Commune, shared: In 2017, Phuc Thuan Commune reached the NTM finish line, at that time the rural infrastructure was basically invested and upgraded to meet the needs. However, many items and works did not meet the criteria of advanced NTM such as: Cultural houses and roads in some hamlets were degraded, schools lacked classrooms and functional rooms, etc.
Identifying the promotion of socio-economic infrastructure as a key and continuous task of the new rural construction program, Phuc Thuan commune has focused resources on investing in upgrading and building new traffic routes, cultural houses, and schools. In the period of 2018-2023, the total capital mobilized to build infrastructure in the whole commune reached nearly 400 billion VND, of which the central budget was more than 32 billion VND, the provincial budget was over 38 billion VND, the city budget was over 100 billion VND, and the people contributed over 150 billion VND... From this capital source, the investment, upgrading and completion of rural infrastructure was carried out by the commune with the viewpoint that any practical project items serving people's production and livelihoods would be prioritized first; resources would be mobilized to do it right away, ensuring efficiency.
Previously, the movement “All people unite to build new rural areas and civilized urban areas”, the movement “Clever mass mobilization”, “5 no 3 clean”… were focused on by the commune. People understood their role as the main subject in building new rural areas, so they voluntarily donated land, money, and working days to build infrastructure to serve production and people’s lives.
Notably, in the past 5 years, the commune has invested over 72 billion VND to upgrade, expand, asphalt and build necessary items (signs, directional signs, lighting, speed bumps, trees, etc.) in 28 hamlets; upgraded and expanded 83km of all kinds of roads. Up to now, over 90% of commune roads have been asphalted; 100% of hamlet and inter-hamlet roads have been hardened; over 85% of intra-field roads have been hardened, meeting production needs. The Commune People's Committee has reviewed the roads according to decentralization, thereby coordinating with hamlets to propagate and mobilize people to donate land, mobilize internal resources and support sources to upgrade and expand rural roads to meet advanced NTM standards.
Ms. Lam Thi Loan, a resident of Quan Cay hamlet, said: When the alley road was expanded to a length of more than 500m, my family voluntarily demolished the fence and cut down trees to widen the road. Not only contributing cash and labor, households in the hamlet also joined hands to install a public lighting system, actively renovated the village roads and alleys, and cleaned the environment to make the road brighter - greener - cleaner - more beautiful.

Along with completing the traffic infrastructure, Phuc Thuan commune also focuses on investing in cultural facilities, prioritizing land funds to build community activity venues. Currently, 27/28 hamlets have cultural houses and sports areas (1 hamlet is in the area of land clearance to implement the connecting road connecting Thai Nguyen - Bac Giang - Vinh Phuc provinces, preparing for new investment and construction); 14/28 hamlets have installed outdoor sports equipment at the cultural house and hamlet sports area. Along with that, the commune's cultural and sports center has been planned with an area of 13,600m2; the multi-purpose hall is fully equipped with meeting facilities and equipment... The cultural infrastructure in the commune is increasingly complete, not only meeting the needs of collective activities of the people, but also contributing to promoting the development of cultural, artistic, physical and sports activities at the grassroots level.
With specific solutions, the rural infrastructure of Phuc Thuan commune is increasingly spacious and modern, the production conditions and living conditions of the people are gradually improving. By the end of 2023, Phuc Thuan commune has completed the criteria of an advanced NTM commune; 7/28 hamlets have achieved a model NTM; the poverty rate has decreased to 4.2%; the average income has reached over 66 million VND/person/year. This is an important premise for Phuc Thuan commune to continue striving to build a commune that meets the model NTM standards before 2025.
