Lam Dong is one of the five Central Highlands provinces developing an agricultural economic pillar, gathering many ethnic groups to settle down, creating a diversity of occupations, cultural identities of occupations and comparative advantages of typical products of craft villages, so it is necessary to seize new opportunities and further promote them with synchronous, appropriate and highly effective solutions.

TOTAL REVENUE OF RURAL INDUSTRIES IS ABOUT 7,760 BILLION VND

Statistics show that Lam Dong province currently has 4 groups of rural occupations with about 76 traditional occupations. Of which, enterprises (531 establishments), cooperatives (30 establishments), cooperative groups (10 establishments), households (7,583 establishments), a total of 13,708 workers (including 1,371 ethnic minority workers). Specifically, workers in the industries of processing and preserving agricultural, forestry and fishery products; handling and processing raw materials for agricultural production; and handicraft production have an average income of 9.5 million VND/person/month. The total revenue of rural occupations is about 7,760 billion VND. From the central budget capital source to implement the National Target Program on New Rural Construction and local budgets, Lam Dong province has supported the following "items": preserving, restoring, developing and recognizing 7 traditional craft villages; Construct and invest in equipment for 12 showrooms for 4 craft villages; participate in 4 fairs and craft village festivals for 14 establishments and craft villages; implement 18 models for developing craft village production; organize 15 training courses and vocational training for 700 people; implement 2 projects to develop rural industries...

Up to now, Lam Dong Provincial People's Committee has decided to recognize 20 craft villages and traditional craft villages. And 2 artisans have also been recognized by the Provincial People's Committee: Mrs. Ro Ong K'Tuyn, traditional brocade weaving village of B'nor C village (Lac Duong town, Lac Duong district) and Mr. Ka Tieu, traditional weaving village of Due village (Dinh Lac commune, Di Linh district). Particularly in 2024, continue to complete the application for recognition of the mulberry silk craft village of Da R'Sal commune, Dam Rong district. Craft villages producing from input materials exploited in the province account for 80%; materials from outside the province account for 10%; imported materials account for 10%. In particular, 100% of raw materials in the province are supplied to traditional brocade weaving, wine, rattan and bamboo weaving villages. The whole province has 9 craft villages associated with tourism activities and festivals; 5 craft villages registered the Dalat Flower trademark and 1 mushroom craft village registered the collective trademark; 10 enterprises, 12 cooperatives and 3 cooperative groups operate in the craft village. In addition, 2 craft villages with 2 subjects have 3-star OCOP products: Can wine in Cat Tien district and shrimp paste rice paper in Don Duong district.

According to Mr. Pham Hung - Head of the Lam Dong Rural Development Department, Lam Dong province has policies to attract investment and create all conditions for the development of industries and craft villages. In addition, the whole province has a team of highly skilled artisans and experts who are dedicated to teaching the profession to young workers. Da Lat city, Bao Loc, Duc Trong district, and Don Duong district have established a plan for concentrated industrial zones, contributing to the development and consumption of industries and products. However, Head of the Department Pham Hung also said that "industries and craft villages in Lam Dong still lack capital to invest in building infrastructure, expanding production scale, changing technology and advanced equipment; have not invested in research and applying scientific and technological advances in production; compared to the plan, the development speed of industries is still slow, the production scale is small, the exploitation of tourism potential, promotion and consumption of products is still limited...".

DEVELOPING INDUSTRY AND CRAFT VILLAGE PRODUCTS ACCORDING TO ADDED VALUE CHAIN

Therefore, on the basis of exploiting and promoting the comparative advantages of industrial products and craft villages, especially for products in the value-added chain, the whole Lam Dong province needs to further synchronize key solutions to shift the economic structure and labor structure towards industrialization and modernization, rapidly increase the content of science and technology, reduce energy consumption and raw materials in products, especially linking industrial development with restructuring the agricultural sector, building new rural areas and services, tourism...

To contribute to enlightening livable countrysides in the whole Lam Dong province, the specific solution according to the reporter is first to plan the development of rural industries in accordance with the overall planning of local socio-economic development, focusing on key industries such as: flower growing, mulberry growing, silkworm raising, silk processing, brocade weaving, rattan and bamboo weaving for export, household wooden furniture, handicrafts... At the same time, focus on developing traditional industries such as hand forging, mechanics, repairing agricultural machinery, pottery; encourage the expansion of new industries in the locality such as: Ornamental plants, embroidery, lace, crocheting...

Next, preserve and develop craft villages on the basis of exploiting and promoting the comparative advantages of industry products and craft villages, with special attention paid to developing the production of value-added products; applying high technology to reduce costs and improve quality, increasing the competitiveness of products; organizing and participating in fairs and exhibitions, introducing domestic and international products, registering trademarks, designs, packaging, and quality of industry products; granting certificates of recognition of traditional occupations, craft villages, and traditional craft villages to establishments; considering and awarding the title of artisan in the field of handicrafts.

And the consistent solution is to perfect the mechanism and policies to attract investment, mobilize resources to support collective economic organizations, develop industries and craft villages such as supporting equipment, factory infrastructure, mechanization in production and processing, thereby contributing to completing the criteria for building a production organization model associated with sustainable agricultural product consumption according to the value-added chain under the program of building and developing a new rural economy in the Southern Central Highlands...
