The implementation of electronic invoices with tax authority codes generated from cash registers is actively contributing to digital transformation, preventing revenue loss and increasing state budget revenue. Currently, the Tax sector is focusing on implementing many synchronous solutions so that many businesses and business households can use electronic invoices generated from cash registers, contributing to bringing benefits to both tax authorities and taxpayers.

Deployed by the Tax sector since mid-December 2022, up to now, after nearly 1 year of implementation, electronic invoices generated from cash registers have gradually affirmed and promoted practical effects, creating convenience for businesses and people to fulfill tax obligations to the state budget.
Through review and statistics, the whole province has 167 enterprises and business households in the fields of providing goods and services directly to consumers such as shopping malls; supermarkets; retail of consumer goods; food and beverage; restaurants; hotels; retail of modern medicine; gold trading; entertainment services and other services, meeting the conditions to apply electronic invoices generated from cash registers.
Ms. Nguyen Thu Huong, owner of a business in Dong Tam ward, Vinh Yen city, said: The implementation of electronic invoices with tax authority codes generated from cash registers brings many benefits, such as being able to issue invoices immediately to customers, regardless of time; proactively handling errors at the end of the day, without having to send each invoice as with regular invoices.
At a point of sale, multiple cash registers can be set up to issue invoices to customers; at the same time, ensuring transparency, protecting consumer rights when buying and selling goods and being eligible to participate in the lucky bill program lottery. Furthermore, implementing electronic invoices generated from cash registers does not increase costs for businesses, but on the contrary, helps businesses save time and human resources.
Mr. Nguyen Van Hoan, a business household in Dong Da ward, Vinh Yen city, shared: When the tax authority propagated and instructed, the store proactively registered and implemented electronic invoices generated from cash registers to make it easier to issue invoices to customers.
Through implementation, it has been shown that the invoice issuance process is very fast and easy, when sending a request to the tax authority, it only takes 10 - 15 seconds to get the code, then we convert it into an electronic invoice and send it to the customer in about 1 - 2 minutes to complete. All steps are easy, businesses and business households do not need to buy any additional equipment other than the available equipment such as computers, mobile phones with Internet connection.
With great efforts, determination and many suitable solutions, as of mid-November 2023, the whole province had 110/167 enterprises and business households using electronic invoices generated from cash registers with tax authority codes, completing 100% of the target of deploying electronic invoices generated from cash registers assigned in 2023.
Bringing many conveniences to consumers, business households and enterprises, however, the process of implementing electronic invoices with tax authority codes generated from cash registers in the province still faces many difficulties, because there are no legal regulations requiring enterprises and business households operating in the field of providing goods and services directly to consumers to use electronic invoices generated from cash registers with tax authority codes.
Along with that is the fear of change, not understanding clearly about electronic invoices generated from cash registers, fear of being controlled in the business of goods, increasing tax obligations to the state budget and incurring other costs during operation, leading to some businesses and business households not being interested in implementing.
In order to promote the implementation of electronic invoices with tax authority codes generated from cash registers in the province, the Provincial Tax Department has increased propaganda and guidance to support businesses and business households in applying these electronic invoices.
Direct the Tax Departments of districts, cities and regions to coordinate with departments, offices and cultural and communication centers of districts and cities to propagate to organizations and individuals in the area the benefits of electronic invoices generated from cash registers and the subjects applying electronic invoices generated from cash registers.
Coordinate with electronic invoice solution providers (VNPT Group, Misa Joint Stock Company) to organize training and direct dialogue with businesses to introduce an overview of the electronic invoice system, guide the application of electronic invoices connected to cash registers on the electronic information portal of the General Department of Taxation, and solutions to support electronic invoices generated from cash registers to remove difficulties in electronic invoice policies and invoices generated from cash registers.
Deputy Director of the Provincial Tax Department Nguyen Duc Huy said: With the goal of striving for 100% of enterprises and business households in the province to meet the conditions for implementing the application of electronic invoices generated from cash registers, in the coming time, the Tax sector will continue to promote propaganda so that enterprises and business households understand the benefits of electronic invoices generated from cash registers, on that basis, quickly implement the conversion and application of electronic invoices generated from cash registers according to the plan and roadmap of the tax authority; urgently speed up the progress and complete 100% of the plan to implement electronic invoices generated from cash registers according to the reported list.
Along with that, the Tax Department will resolutely review and handle violations against business establishments that do not promptly issue invoices to buyers when providing goods and services to promote businesses and business households in the field of selling goods and providing services directly to consumers to issue invoices in accordance with the law.
