A major contribution from the private sector .
In recent years, Thanh Hoa province has issued and implemented many practical support mechanisms and policies, contributing to the strong development of the private sector and making a positive contribution to socio-economic growth. Along with this, the province strictly adheres to the "4 increases, 2 decreases, 3 no's" principle: strengthening the application of information technology, increasing transparency, enhancing dialogue, and strengthening coordination; minimizing administrative procedures and informal costs; and avoiding harassment, intimidation, and difficulties. These principles have significantly improved the investment environment, creating favorable conditions for businesses to operate.

Accordingly, during the period 2017-2024, the private sector contributed an average of approximately 58.69% of the province's GRDP and paid about 73.9 trillion VND to the state budget. From 2017 to the present, the province has seen 28,750 newly registered businesses with a total charter capital of 255,938 billion VND. Notably, in the first six months of 2025, Thanh Hoa province led the North Central region in the number of newly established businesses with 1,725 enterprises. The scale of businesses continues to expand, especially with the expansion of 304 export businesses to 68 countries and territories, achieving a value of approximately 6.3 billion USD. The private sector also creates stable jobs for more than 1.16 million workers, with an average income of nearly 9 million VND per person per month.
According to Nguyen Hong Phong, Vice Chairman of the Provincial Business Association, Thanh Hoa currently has over 21,350 small and medium-sized enterprises (SMEs), mainly private businesses. The business community in the province has continuously grown stronger, gradually asserting its position and readily overcoming difficulties and challenges to develop. Many businesses are proactive and at the forefront of technological innovation, market expansion, and creating high-value products and services. The business community not only contributes to boosting the economy and creating jobs for workers, but also plays a crucial role in social welfare activities and building a more prosperous and beautiful Thanh Hoa.
Besides these positive signs, there is a large number of businesses temporarily suspending operations or dissolving; many businesses with large workforces are experiencing order cuts, leading to the risk of workers having their benefits reduced; the percentage of industrial clusters attracting secondary businesses remains limited; and the number of businesses filing supplementary declarations for resource tax and environmental resource fees is still limited.
Promote improvements in the investment and business environment.
To remove "bottlenecks" and create favorable conditions for businesses to develop, the People's Committee of Thanh Hoa province issued Plan No. 149/KH-UBND on the implementation of Resolution No. 68-NQ/TW of the Politburo , Resolutions No. 138/NQ-CP and No. 139/NQ-CP of the Government, and Action Plan No. 282-KH/TU of the Standing Committee of the Provincial Party Committee on the development of the private economy.
Plan 149 sets a target that by 2030, Thanh Hoa will have approximately 40,000 operating businesses, with the private sector contributing 58-62% to the GRDP and accounting for 35-40% of total state budget revenue; and providing employment for about 84-85% of the total workforce. These figures clearly demonstrate the determination to make the private sector the pillar of development, while also placing significant demands on reforming the business environment, enhancing competitiveness, and supporting businesses.
To realize these goals, the People's Committee of Thanh Hoa province has identified several key tasks and solutions. Accordingly, the province will continue to promote administrative reform, build a transparent and favorable investment environment; focus on completing key infrastructure systems, especially transportation, logistics, and energy; and implement policies to support small and medium-sized enterprises, innovative startups, and green businesses. The People's Committee also emphasized the task of improving the quality of human resources, promoting regional linkages and international integration, encouraging private enterprises to participate in global value chains; strongly developing key industries, high-value services, and high-tech agriculture; and encouraging innovation, the application of science and technology, and digital transformation in private enterprises.
Nguyen Hoai Anh, Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee, emphasized that in recent times, the Politburo of the 13th Party Congress has issued resolutions of strategic significance, including Resolution No. 68 on the development of the private economy, creating a breakthrough for the country's development with the aspiration for prosperity. The Thanh Hoa Provincial People's Committee always values, supports, and resolves difficulties and obstacles, creating a transparent and equitable investment environment for businesses to operate, contributing to the socio-economic development of the province.
With clear direction, the support of the government, and the aspirations of the business community, the private sector promises to experience strong development in the coming years, becoming an important driving force to propel Thanh Hoa into a new growth pole, worthy of the trust and expectations of the central government and the aspirations of the people.
