Party Central Committee member, City Party Committee Secretary, People's Council Chairman, Head of the National Assembly Delegation of Hue City Le Truong Luu chaired the discussion session at group 7, including the National Assembly Delegations: Hue, Thai Nguyen, Dong Nai .
Discussing at the meeting, the National Assembly deputies basically agreed on the necessity of issuing the Resolution. That will institutionalize a number of urgent tasks and solutions in Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. After being approved by the National Assembly, the implementation of the Resolution will contribute to accelerating the implementation of tasks to achieve the GDP growth target of 8% or more in 2025 and double-digit growth in the period 2026-2030.
Delegates commented on a number of contents related to regulations on the autonomy mechanism of public science and technology organizations; the operation and establishment of enterprises from the results of scientific research and technology development; accepting risks in scientific research and technology development; and funding from the state budget to implement science and technology tasks.
Participating in the discussion, Head of the Hue City National Assembly Delegation Le Truong Luu said that in the local digital transformation and digital management services, it is necessary to allow the application of the bidding mechanism, which is large domestic enterprises and corporations. Mr. Le Truong Luu also wondered about the concept of "New open science and technology tasks" stipulated in Article 7. Mr. Luu said that every year, there are transitional science and technology tasks, new science and technology tasks, meaning newly proposed, so the concept of " New open science and technology tasks" needs to be further clarified.

Delegate Nguyen Hai Nam, National Assembly Delegation of Hue City, commented on the content of scientific research that if it does not produce results, it will be exempted from civil liability as well as financial liability. Mr. Nguyen Hai Nam said that in cases where scientific research is carried out seriously, worthily, and with utmost effort but still does not produce results, it should be considered.
In Clause 5, Article 9, Mr. Nam said that the phrase "In case of necessity" is very difficult to define specifically, so he suggested that the drafting committee clarify what "In case of necessity" is; at the same time, shorten the 5-year period to 3 years as stipulated in Clause 6, Article 9.
* Previously, participating in the discussion at the hall about the draft Law on organization of local government (amended), Deputy Head of the City National Assembly Delegation Nguyen Thi Suu also gave her opinion on the regulation of administrative units in Article 1. Regarding the organization of local government in administrative units in Article 2, delegate Nguyen Thi Suu said that the drafting committee needs to study and redesign the provision "Except for specific cases where the National Assembly stipulates that it is not a local government level" at the end of Clause 1. "Because this is a law on the organization of local government, the models and organizations of local government must be included in the law and decided by the National Assembly or the Standing Committee of the National Assembly. If the provisions are as in the draft, it can be understood that in addition to the local government as prescribed by law, there may exist another government that is not a local government... This may violate the provisions of the 2013 Constitution in Article 110 and Clause 2, Article 111", Ms. Suu analyzed. At the same time, Ms. Suu proposed to add a clause (called clause 3) for the administrative organization in the island that has been identified as an administrative unit in clause 2, Article 1 of this draft law, stipulating that the decision-making authority is the National Assembly Standing Committee in accordance with Submission No. 75 dated February 7, 2025 of the Government.
Clause 1, Article 8 stipulates that "Every year, local authorities at the commune level are responsible for organizing at least one dialogue conference with the People through direct, online or through legally operating social networks in accordance with the provisions of law to discuss the situation of local government operations..." , Ms. Suu It is proposed that the draft law should clearly stipulate that "Chairman and Vice Chairmen of the People's Council, People's Committee..." to avoid the case where the head authorizes the deputy, leading to a dialogue conference that is only a formality, not ensuring the practicality and quality as expected.
Regarding the organizational structure of the People's Council in Clause 3, Article 27, Ms. Nguyen Thi Suu proposed to add the tasks of the People's Council's committees in addition to "Examining draft resolutions, reports, and projects before submitting them to the People's Council, supervising and making recommendations on issues under the committee's responsibility" to "Participate in preparing for People's Council meetings "; at the same time, consider adding the Head of Civil Judgment Enforcement as the subject subject to questioning by People's Council delegates in Clause 5, Article 30.
