With the goal of transforming the "City on the Ma River" into a smart, civilized, and modern urban center as soon as possible, the province has given the city special priority with specific mechanisms and policies. To live up to the province's attention and the expectations of officials, Party members, and all segments of the population, the city is focusing on "unlocking" resources from these specific mechanisms and policies to develop a comprehensive and modern infrastructure system.

Resolution 58-NQ/TW, dated August 5, 2020, of the Politburo on “Building and Developing Thanh Hoa Province until 2030, with a vision to 2045” identified Thanh Hoa City as one of the three growth poles in the delta and midland regions of the province. Along with that, the Resolution of the 19th Provincial Party Congress also identified Thanh Hoa City as one of the four dynamic economic centers of the province. Based on practical requirements, to promote the rapid and sustainable socio-economic development of the city, to become a large, modern, and civilized urban center, the “heart” of the entire province, and an important driving force for Thanh Hoa Province to become a new growth pole in the North of the country, on October 25, 2021, the Standing Committee of the Provincial Party Committee issued Resolution 05-NQ/TU on “Building and Developing Thanh Hoa City until 2030, with a vision to 2045”. Shortly thereafter, on July 13, 2022, the Provincial People's Council issued Resolution No. 303/NQ-HĐND on "Implementing some specific mechanisms and policies for the development of Thanh Hoa City." According to these specific mechanisms and policies, Thanh Hoa City's budget receives 100% of the land use fee revenue collected from 19 land exploitation projects in the area. Of these, 8 projects involve land use right auctions organized by the city; and 11 projects involve bidding for land use projects, with the city and provincial-level departments and units selecting investors. To unlock resources from these specific mechanisms and policies, the Standing Committee of the Thanh Hoa City Party Committee has developed an action program, assigning specific tasks to departments and agencies for implementation. Simultaneously, it has directed the City People's Committee to review and develop a plan for auctioning and bidding on land use projects, aiming to create counterpart funding for key projects in the area. To date, there are... One project was successfully auctioned, and the investor has paid 100% of the land lease fee, equivalent to VND 451.455 billion; three projects have completed infrastructure investment and are expected to complete the land auction in the second quarter of 2024; one project has basically completed infrastructure investment in the land auction area but is facing legal procedural obstacles preventing the auction from taking place; three projects are currently implementing infrastructure investment and are expected to hold land use right auctions in the third and fourth quarters of this year. The remaining eleven projects are in the land clearance phase and completing the necessary legal procedures as required.
In accordance with specific mechanisms and policies, Thanh Hoa City has 10 priority investment projects funded by land use fees. Of these, 3 projects are currently preparing investment proposal reports, and 7 projects have already received investment approval. Recently, the city has been focusing on accelerating the progress of major investment projects. Specifically, for the expansion project of Le Loi Boulevard, from Phu Son intersection to Dong Bridge, the city has organized bidding and signed a contract with a consulting unit to prepare the detailed design following the basic design phase; the contractor is expected to be selected and completed before May 7, 2024, with construction commencing before May 10, 2024, and the project completed before September 2, 2025. In addition, the city has organized a tender and signed a contract with a consulting firm to prepare the construction drawings for the Thanh Hoa City Children's Cultural Palace, with construction expected to begin in April 2024 and be completed by the end of May 2025. Simultaneously, a tender and contract have been signed with a consulting firm to prepare the construction drawings for the upgrading and renovation of Hoi An Park. The city has also approved the feasibility study report for the investment project to build several additional items for the East-West Boulevard project, from the intersection with National Highway 47 to National Highway 1; the North-South railway overpass project and the approach roads at both ends of the bridge, belonging to the East-West Boulevard. Regarding the project to develop Thanh Hoa City into a smart city by 2025, a feasibility study report is currently being prepared, with the contractor selection expected to be completed before September 27, 2024. For the South Ma River Boulevard project, phase 2, the City People's Council has approved the investment plan, and it is expected that all necessary procedures and documents will be completed for construction to begin before October 30, 2024.

With the spirit of "The city for the whole province, the whole province for the city," Thanh Hoa City is coordinating with provincial departments and agencies in organizing and implementing specific mechanisms and policies for development, as well as effectively resolving long-standing stalled projects in the area in accordance with Resolution 05-NQ/TU of the Provincial Party Committee. On the other hand, the city is proactively overcoming existing shortcomings and limitations to effectively implement Resolution 05-NQ/TU of the Provincial Party Committee and Resolution 303/NQ-HĐND of the Provincial People's Council with strong political determination and high responsibility, creating concrete results from now until the end of the 2020-2025 term.
