On February 19th, the Criminal Investigation Agency of Bo Trach District Police ( Quang Binh Province ) announced that it had decided to initiate a criminal case and prosecute Le Van Dinh (53 years old, Nam Trach Commune, Bo Trach District) for the act of resisting public officials.

Earlier, on February 7th, a task force from the Traffic Police Team of Bo Trach District Police, while patrolling a rural road in Sao Sa village (Nam Trach commune), discovered Mr. Dinh driving a motorcycle without a license plate and without rearview mirrors.
The task force requested Mr. Dinh to present his driver's license and undergo a breathalyzer test. However, Mr. Dinh did not present it and refused to comply with the request for a breathalyzer test.
Despite repeated warnings, Mr. Dinh refused to comply and instead cursed , insulted, and physically assaulted the police officers. The task force restrained him, but Mr. Dinh continued to curse and insult them.
The police in Bo Trach district have drawn up a report and issued a decision to initiate criminal proceedings and indict Le Van Dinh for the act of resisting public officials.
