Deputy Speaker of the National Assembly Tran Quang Phuong proposed checking the technical condition of traffic signal systems to prevent citizens from being unfairly fined after Decree 168/2024 comes into effect.
On the morning of January 6th, the Standing Committee of the National Assembly gave its opinion on the report on the National Assembly's work on citizens' petitions in December 2024.
Opinions within the National Assembly Standing Committee highly appreciated the effectiveness of the regulations on administrative penalties for violations of road traffic order and safety under Decree 168/2024, and also suggested paying attention to the maintenance of traffic light systems.

According to Deputy Speaker of the National Assembly Tran Quang Phuong, since Decree 168/2024 came into effect, people's awareness has improved.
"It is necessary to coordinate with all levels and sectors to inspect the technical condition of traffic light systems, so that people are not wrongly accused. This is a matter of great concern to the National Assembly delegations and voters," said Mr. Tran Quang Phuong.
Chairman of the Economic Committee Vu Hong Thanh said that, based on monitoring, the ripple effect of Decree 168 on traffic safety and order has been very positive. Just one day after its implementation, people's awareness of traffic participation improved.
However, the traffic signal system is not operating in accordance with regulations in some areas, and there are still technical malfunctions. Therefore, he suggested that the authorities responsible for managing and maintaining the traffic light system should address these issues promptly so that there is a basis for strictly handling violations.

Also related to this issue, National Assembly Chairman Tran Thanh Man said that while the authorities are strictly implementing the regulations of the decree on traffic violation penalties, the dissemination and promotion of this information needs to be strengthened, especially through the media, reaching every household and individual.
Speaking at the session, Lieutenant General Tran Quoc To, Deputy Minister of Public Security, stated that in the field of ensuring traffic safety and order, the relevant agencies have basically taken proactive measures and addressed the issues well, as mentioned in the December 2024 report on citizen petitions.
The Ministry of Public Security will take into account the opinions raised by members of the National Assembly Standing Committee at the session.
Speaking further on this point at the conclusion of the working session, Deputy Speaker of the National Assembly Tran Quang Phuong assessed that the regulation has had a very positive effect, significantly changing people's awareness. "Young people who drink alcohol no longer dare to drive. Running red lights is no longer as common. But now we also need to pay more attention to wearing helmets," Mr. Phuong said.
Decree 168/2024 takes effect from January 1, 2025. Many violations will see significantly increased penalties, such as drivers running red lights being fined 18-20 million VND, more than three times the previous penalty. Drivers violating alcohol limits (0.25-0.4 mg/liter of breath or 50-80 mg/100ml of blood) will be fined 18-20 million VND, an increase of 2 million VND.
For motorcyclists, instead of being fined 800,000 - 1 million VND for running a red light, the fine will be 4-6 million VND (5-6 times higher) from January 1, 2025.
Drivers operating vehicles on the road with a blood alcohol concentration exceeding 50mg - 80mg/100ml of blood or exceeding 0.25 - 0.4mg/liter of breath will be fined 6 - 8 million VND (an increase of 2-3 million VND compared to the current fine).
In addition, certain behaviors such as transporting goods in vehicles without proper securing; obstructing or failing to comply with inspection and control requests from law enforcement officers; and failing to obey traffic control signals... will be subject to fines 3 to 30 times higher than currently imposed.
