Kinhtedothi - The Ministry of Agriculture and Environment will officially begin operations on March 1, 2025, based on the merger of the Ministry of Agriculture and Rural Development (MARD) and the Ministry of Natural Resources and Environment (MONRE).

At the 9th Extraordinary Session of the 15th National Assembly, the National Assembly voted to approve the Resolution on the organizational structure of the Government for the 15th National Assembly term. Accordingly, the Ministry of Agriculture and Environment was established on the basis of merging the two Ministries: Agriculture and Rural Development and Natural Resources and Environment.

Following the merger, 30 units of the Ministry of Agriculture and Environment perform the functions of state management in agriculture, forestry, salt production, fisheries, irrigation, disaster prevention and control, rural development, land, water resources, geology and minerals, environment, meteorology and hydrology, climate change, surveying and mapping, remote sensing, integrated resource management and protection of the marine and island environment.

For units established through mergers, the functions and tasks of those units should be inherited; consideration should be given to the reasonable transfer of overlapping areas in accordance with the principle that one task should only be assigned to one unit to take the lead and bear primary responsibility.

For units performing comprehensive advisory functions, avoid major disruptions. For tasks of a comprehensive nature, involving multiple units, assign one unit as the lead agency, with the participation and coordination of specialized departments and bureaus.

At a recent conference to launch the plan to establish the new Ministry of Agriculture and Environment, Minister of Agriculture and Environment Do Duc Duy (who was approved by the National Assembly) stated that the establishment of the Party Committee of the Ministry of Agriculture and Environment has now completed all necessary procedures for the Central Party Committee to consider and issue a decision.

The Ministry of Agriculture and Environment will advise and propose to the Party Committee of the Government to appoint additional members to the Executive Committee and the Party Committee's Inspection Committee immediately after finalizing the plan for consolidating leadership positions at the head level in subordinate units.

Minister Do Duc Duy suggested that Party committees, Party organizations, agencies, and units should focus on ideological work and motivate cadres, civil servants, and employees during the transition period. At the same time, policies and regulations related to organizational restructuring should be considered and resolved promptly in accordance with regulations.

Minister Do Duc Duy also noted that for each major area of ​​state management such as land, minerals, resources, crop cultivation - plant protection, and livestock - veterinary medicine, the Ministry will only establish a maximum of 3 public service units to avoid overlapping functions between different levels.

The organizational model for public service units will be considered according to three main groups: scientific research services, education and training services, and other economic activities.

For large-scale public service units with wide operating areas, requiring deep specialization, and for units that have already implemented autonomy and are large in scale, it is possible to continue maintaining and strengthening operations to serve the work of state management.
