The Standing Committee of the Ho Chi Minh City Party Committee has just issued Directive 46-CT/TU on improving the effectiveness of the work of preventing and combating corruption, waste and negativity in Ho Chi Minh City.
Resolutely handle loss-making state-owned enterprises
The Standing Committee of the Ho Chi Minh City Party Committee requested Party committees, Party organizations, heads of agencies, units, and localities at all levels to focus on leadership and direction to improve the quality and effectiveness of propaganda work, thoroughly grasp and disseminate the Party's guidelines, policies, regulations, and State laws on preventing corruption, waste, and negativity.
At the same time, improve the leadership capacity and fighting strength of Party organizations, especially grassroots Party organizations, and the pioneering and exemplary role of leaders in the work of preventing corruption, waste and negativity.

In particular, the work of preventing waste has an equivalent position to the work of preventing corruption and negativity; clearly identifying areas and departments prone to corruption, waste and negativity to have key tasks and solutions to effectively prevent and combat them.
Focus on thoroughly handling ineffective enterprises, projects, and investment works of State-owned enterprises with prolonged losses; promptly resolve and overcome difficulties, obstacles, and backlogs of State-owned enterprises, especially backlogs in projects, investments, financial situations, public asset management, etc.
Heads of agencies, organizations and units must be resolute, take the lead, directly lead, direct and implement the work of preventing corruption, waste and negativity; strictly control conflicts of interest associated with tightening discipline at positions of contact and handling work of people and businesses; promptly detect and strictly handle acts of harassment and causing trouble for people and businesses in handling work.
If corruption, waste, and negativity occur in an agency or unit but are not detected in a timely manner, causing consequences, or are not self-detected but are detected and handled by competent authorities, the head of the agency or unit must be considered and held accountable according to regulations.
The Standing Committee of the Ho Chi Minh City Party Committee requests to continue to strictly implement Regulation 1374-QD/TU of the Standing Committee of the Ho Chi Minh City Party Committee on the process of handling information reflecting on collectives and individuals with degradation in political ideology, lifestyle ethics, and violations of Party regulations and State laws.
Regularly stay close to the grassroots, stay close to the people, strengthen dialogue, listen and promptly resolve pressing issues and legitimate and legal aspirations of the people; resolutely fight against bureaucracy, corruption, waste, and being out of touch with the masses.
In addition, strengthen review and promptly detect loopholes and inadequacies in mechanisms, policies and laws to propose amendments, supplements and improvements.
Preventing negativity in personnel work
The Standing Committee of the Ho Chi Minh City Party Committee requested to continue to promote the synchronous implementation of solutions to prevent corruption, waste and negativity in the new situation. The focus is to continue to promote administrative reform, innovate management technology; strengthen supervision, inspection and handling of situations causing inconvenience to people and businesses in handling work; promote the application of information technology, digital transformation and digital signatures.
Along with that, closely combine active prevention with proactive detection, timely and synchronous handling of corruption, waste and negative acts; takeeducation , deterrence and prevention as the main focus, combine punishment with leniency.
Strengthening the prevention and suppression of corruption, waste and negativity in personnel work, associated with the arrangement and streamlining of the apparatus and administrative units, resolutely not allowing corruption, waste and negativity to occur.
Strengthen inspection and supervision, absolutely do not allow "lobbying", "group interests", corruption, and negativity in arranging, organizing, and resolving policies and regimes for cadres.
At the same time, there must be an effective mechanism to monitor and control the power of agencies, organizations, and people with positions and powers, to prevent policy exploitation, corruption, waste, and negativity in the performance of public duties.
Protect and encourage dynamic, creative cadres who dare to think, dare to do, dare to make breakthroughs for the common good. Build a mechanism for leaders to dare to do, dare to take responsibility together with those who dare to do.
In addition, propaganda should be carried out so that cadres and civil servants understand that "doing the right thing is not scary", raising the sense of responsibility and dedication in accordance with the Party's policies; evaluating and classifying those who do not dare to think or do, and replacing others who are capable of serving the people.
Improve the effectiveness of detecting and promptly handling corruption, waste and negative incidents and cases; improve the effectiveness of recovering corrupt assets; strictly handle those who cover up, condone, assist corruption, and interfere with and prevent the fight against corruption.
Arrange cadres with good moral qualities, clean, honest, dedicated, professionally competent, courageous and capable, daring to confront to do the work of preventing corruption, waste and negativity. Strengthen control of power, practice integrity, "fight corruption right in anti-corruption agencies".
Directive 46-CT/TU requires further promoting the role of agencies, elected representatives, the Vietnam Fatherland Front and socio-political organizations, media agencies, press and people of Ho Chi Minh City in the fight against corruption, waste and negativity as an important channel to perform the function of social supervision and criticism, and as a tool to deter violations.
At the same time , widely propagate in the political system and among the people about participating in detecting and denouncing corruption, associated with protecting, encouraging, praising and promptly rewarding whistleblowers, discoverers, organizations, agencies and units with good practices to create a spreading effect in the community on participating in the work of preventing corruption, waste and negativity.
Protect, reward and encourage organizations and individuals who actively and bravely fight against corruption, waste and negativity; strictly handle the reporting of false information, slander and fabrication causing bad consequences.
