No distance learning in health and education

The Ministry of Education and Training has just issued Circular No. 28 on Regulations on distance learning at university level, which was previously drafted in November 2022. This regulation takes effect from February 12, replacing Circular No. 10 issued in 2017.

In this new circular, distance training is when 50% or more of the total training program volume is carried out in one or a combination of distance training forms including computer networks and telecommunications, correspondence, and radio and television.

The health sector requires direct learning and continuous practice, so distance learning will find it difficult to ensure quality.

In terms of time, the distance learning program has a standard full-course study plan according to different learning paces to guide learners but is not shorter than the regular training form.

The Circular also specifies the minimum requirements for implementing distance learning. Accordingly, training institutions implement distance learning programs for majors that have been decided to open and have enrolled at least 3 consecutive courses in the regular form.

In particular, schools do not conduct distance learning for majors in the health sector that issue practice certificates and teacher training majors. Meanwhile, in the 2017 regulations, schools are allowed to conduct distance learning for all majors that are allowed to provide regular training.

Regarding the team of lecturers, learning support staff, and managers, they must be sufficient in quantity, quality, qualifications, and structure, and must have been trained in skills, teaching methods, and distance learning management.

In addition, training facilities must ensure adequate facilities, equipment, libraries, learning materials and meet the regulations on the application of information technology in online training for universityeducation of the Ministry of Education and Training.

Schools will be suspended from distance learning for six months to a year if they fail to meet one of the minimum requirements set out in the regulations.

Teaching also requires a lot of practice and internship to be able to take on the responsibility of "growing people".

Previously, when this circular was still a draft (November 2022), sharing with Thanh Nien Newspaper reporter, Professor Nguyen Minh Thuyet, former Deputy Head of the National Assembly 's Committee on Culture, Education, Youth, Adolescents and Children (now the Committee on Culture and Education), said that the Ministry of Education and Training's regulation of not allowing distance learning for majors that grant practice certificates and teacher training majors is reasonable.

"Personally, I do not believe that a doctor trained remotely can shoulder the responsibility of protecting people's health because this is a special profession, requiring direct learning and continuous practice throughout a process. For the education sector, it is possible that the Ministry of Education and Training assessed that the current quality of teachers is problematic, so they want this regulation to be one of the conditions to improve the quality of teacher training," Professor Nguyen Minh Thuyet shared.

Master-doctor Pham Minh Nhut, lecturer of the Department of Emergency Medicine, Pham Ngoc Thach University of Medicine, also recognized that not allowing distance learning in health-related fields with practice certificates is a solution to ensure quality in professional training, help control the implementation of training programs, and better manage the assessment of input quality and output capacity of learners at each level and each subject.

Similarly, Master Nguyen Ngoc Trung, Vice Principal of Ho Chi Minh City University of Education, also said that teachers and doctors are special professions, requiring a lot of time for practice, internship and other content that needs to be learned directly. If distance training is done, it will be difficult to ensure quality, so the regulation of not providing distance training for these two groups of professions is necessary.
