75 years after the issuance of the Call for Patriotic Emulation (June 11, 1948 - June 11, 2023), Ho Chi Minh's thoughts on the purpose, content, methods and ways to organize practical and effective patriotic emulation movements in accordance with the tasks of each period under the leadership of the Party still retain their current value.
Despite the distortions of opportunists, reactionaries, and hostile forces, the vitality and undeniable value of the patriotic emulation movement over the past decades is the most vivid proof refuting the reactionary arguments and blackening the truth about patriotic emulation that have been posted on social networks recently!
PATRIOTISM COMPETITION TO BRING "HAPPINESS TO THE PEOPLE"
In the Call for Patriotic Emulation on June 11, 1948, President Ho Chi Minh affirmed that: The purpose of emulation is to "Eliminate hunger, illiteracy, and foreign invaders"[1] in order to realize "National independence, civil rights, and people's happiness[2]". Therefore, in order for emulation to become a revolutionary movement of the masses, to develop widely, vigorously, deeply, and widely in all aspects, "the way to do it is to rely on: The people's strength, the people's spirit, to create: Happiness for the people"[3] and "the elderly compete to urge their children and grandchildren to enthusiastically participate in work, the children compete to study and help adults, the rich people compete to expand their businesses, the workers and farmers compete to produce, the intellectuals and professionals compete to compose and invent, the government employees compete to work wholeheartedly, to serve the people, the army and militia compete to kill many enemies, to capture many guns"[4]...
After his call for patriotic emulation, in the following years (during the resistance war against French colonialism and the US, to save the country) in all parts of the country, patriotic emulation movements were not only the driving force of development, an important measure to build a new socialist man, but also an important factor contributing to the victory of the revolutionary cause. Very simply and concisely, President Ho Chi Minh emphasized that "daily work is the foundation of emulation"[5] and emulation is an organized activity with the voluntary participation of all classes of people; it is to promote the dynamism, creativity, positivity, discipline, solidarity, and patriotic tradition of each individual and each collective to successfully complete assigned tasks, so "emulation is patriotism, patriotism requires emulation. And those who emulate are the most patriotic"[6].
In Ho Chi Minh's thought on patriotic emulation, emulation is the driving force to promote patriotism and through the emulation movement to foster and enhance patriotism, making patriotism come alive in practice through the specific, positive and creative thoughts and actions of each individual and each collective in all areas of life. Because emulation "is a practical and active way of patriotism" and patriotism is not only the sacred sentiment of each citizen; always associated with the duties and responsibilities of each person towards the country, but also a precious tradition of the nation, a spiritual value, always accompanying the nation in the journey of building and defending the country, so "patriotic emulation is beneficial for oneself, beneficial for one's family and beneficial for the village, for the country, for the nation"[7], not "taking advantage of emulation work to achieve personal goals"; is to distort the positive and competitive nature into "competition" and "struggle" like malicious information that blackens the truth.
Reality also shows that the special thing to make the patriotic emulation movements successful according to Ho Chi Minh's ideology is "1. Patriotic emulation must have the right and steady direction. That is, it is necessary to raise the passionate patriotism and political awareness of everyone. Patriotism requires emulation, emulation means patriotism. 2. There must be a meticulous plan. That plan must be discussed carefully, understood thoroughly, and happily done by each small unit, each family, each individual. That is, it must be done so that each group, each person is self-aware and self-motivated. 3. The content of the plan must be practical, clear, and correct. When making a plan, it is absolutely necessary to avoid "general" negligence, being too high, complicated, and reluctant. 4. Emulation should not be one-sided. It is necessary to harmonize the three tasks together: Increasing production, daily work, and studying ( politics , culture, domestic and international situations). 5. Emulation must have the right leadership. Before emulation, it is necessary to prepare fully (explain, encourage, carefully review the plan of each group, each person). During the competition, it is necessary to practically urge, help, and make corrections. After the competition, it is necessary to practically check, summarize, disseminate experiences, reward exemplary people, and support those who are incompetent"[8]...
Along with that, we must do a good job of ideological work, mobilization, and propaganda so that all people clearly understand, voluntarily, and actively participate in the movement, because "patriotism is like other precious things (...) Our duty is to make those hidden precious things come out to display. That means we must make every effort to explain, propagate, organize, lead, and make everyone's patriotism be practiced in patriotic work" [9]. In the process of implementation, there must be close coordination between the government and people's organizations so that the movement develops in accordance with the common goals and objectives set out in accordance with the Party's guidelines and policies and the State's policies and laws, in order to leverage the strength of great national unity on all revolutionary stages.
Therefore, the active participation of all classes of people; the increasingly deep and wide development of the patriotic emulation movement not only proves the viewpoint of President Ho Chi Minh: "Under the capitalist, colonial and feudal regimes, there absolutely cannot be a patriotic emulation movement" and "only under the people's democratic and socialist regime, under the regime and the working people as masters of the country, can there be an emulation movement" [10] is correct, but also at the same time shows that patriotic emulation according to his instructions is both practical, easy to understand, profound, comprehensive, easy to apply in life, so it has the power to gather and attract a large number of people.
REJECTING DISTORTED ARGUMENTS ABOUT PATRIOTISM
The rich, diverse, regular, continuous, practical and effective development of patriotic emulation movements over the past 75 years not only affirms that emulation “is a practical and active way of patriotism” rather than “competition” but also “is a very good, very practical way to make everyone progress. Emulation helps to unite more closely. And unity, closely to compete forever. Therefore, honest self-criticism and friendly criticism are a force to promote emulation”[11]. Emulation is to unite for a common goal, not to use “tricks and tricks” that lead to “destroying society”; to “find ways to destroy others, or at least step on each other to live” and as reactionary fabrications and smears.
In fact, in the briefest sense, emulation is to bring together all of one's talents and efforts not only to "compete with each other" but also "to promote each other to achieve the best results in a certain field of activity". It is a creative and active activity of each person, each organization, locality, agency or unit in all areas of life (labor, production, study, combat, etc.); "is an organized activity with the voluntary participation of individuals and collectives to strive for the best results in building and defending the Fatherland" (Clause 1, Article 3) and "to create motivation, attract, and encourage all individuals and collectives to promote the tradition of patriotism, dynamism, and creativity to strive to fulfill assigned tasks well for the goal of a rich people, a strong country, democracy, fairness, and civilization" (Article 5) of the Law on Emulation and Commendation 2003 (amended 2005, 2013). Therefore, emulation is one of the manifestations of patriotism, of the spirit, will and efforts, sacrifices and struggles of each citizen for a peaceful, independent, free and happy Vietnam, not because of "the fierceness in competition to achieve achievements, not the purpose of creating value by developing people's multi-faceted capacities"; even more so, it is not patriotic emulation "destroying each person, turning them into bad people from their motives to their actions"; at the same time, making the working environment and society become "suffocating, deceitful, petty, competitive, and fighting", leading to "rotting society from within by visible degradation every day".
Reality also shows that patriotic emulation movements range from: "Destroy hunger, destroy ignorance, destroy foreign invaders"; "Popular education"; "Resistance rice jar"; "Soldiers at the front compete to kill enemies and make achievements, compatriots in the rear compete to increase production"; "Fields are battlefields, hoes and plows are weapons, farmers are soldiers, the rear competes with the front"; "Three bests" in the Army; "Great Wind" in agriculture; "Sea Waves" in industry; "Two good" in the education sector; "Three ready" and "Five volunteers" among youth; "Three capable" among women; "Ap Bac emulation to kill enemies and make achievements", "Brave warriors to destroy Americans", "Find Americans to fight, find puppets to destroy" or "Each person works as two, for the South of our flesh and blood"... to "Good workers - Creative workers" of the Vietnam General Confederation of Labor; "Exemplary Veteran" of the Vietnam Veterans Association; "Competition to Win", "Promoting Tradition, Dedicating Talents, Worthy of Uncle Ho's Soldiers" in the army; "All People Protect National Security", "People's Public Security Forces Study and Implement Uncle Ho's Six Teachings", "Building the style of People's Public Security Forces with courage, humanity, serving the people" in the Public Security or "The whole country joins hands to build new rural areas", "Vietnamese Enterprises Integrate and Develop", "The whole country joins hands for the poor - No one is left behind", "Cadres, civil servants, and public employees compete to implement office culture" ... spread widely from the Central to the local level, at all levels and sectors; throughout all regions of the country from September 2, 1945 to the present. The above movements have demonstrated that patriotic emulation has not only become an important driving force, contributing to the successful implementation of the tasks of the Vietnamese revolution, but has also been raised to a new level, carrying the breath of the new era.
The nature of emulation is patriotism, so when we clearly understand the plan, purpose, content and method of emulation, each individual and collective will unite and strive to overcome all difficulties; it is "to develop the spirit of solidarity among all classes of people"; is to carry out self-criticism and serious criticism to correct all shortcomings, “reform people”… Therefore, citing an example of emulation in the education sector or claiming that current patriotic emulation movements are just formalities, superficial, chasing after the number of movements, even leveling, not substantial or “running emulation by all means possible”, because “emulation is closely linked to the interests of each person in all aspects, from material, promotion, to stability, safety” so “giving rise to competition, jealousy, fighting, envy, breaking good relationships between colleagues” is distorting the truth, is a subjective inference of reactionary elements.
In fact, emulation not only helps people progress but also strengthens solidarity, mutual assistance; not only “solidarity to compete forever” but also encourages and promotes creativity, compassion, spiritual beauty, solidarity of Vietnamese people in the new era. Therefore, patriotic emulation is not “breaking” humanity, “damaging healthy connections between people” and “causing hidden resentments” within. Along with that, some people in the name of democracy, "bourgeois democracy lovers" claim that competition in Vietnam is not voluntary but "forced", so "competition is the offspring of the fear of freedom" and compare patriotic competition movements with the West, with the explanation that "they do not compete, no one has to compete with anyone to survive" but still develop continuously with many inventions, innovations, achievements in all aspects of science, art... is also just a one-sided speculation.
In Vietnam, patriotic emulation is to strive for a peaceful, independent, unified, democratic, and increasingly prosperous, prosperous, and happy Vietnam; to "arouse the aspiration to develop a prosperous and happy country, the will to be self-reliant, and to promote the strength of the great national unity bloc to build and defend the Fatherland" [12], so these movements always receive widespread and enthusiastic response from all classes of people.
In recent decades, patriotic emulation movements have been associated with the implementation of political tasks, with campaigns launched by the Vietnam Fatherland Front, with the implementation of Directive No. 03-CT/TW dated May 14, 2011 of the 11th Politburo on "Continuing to promote studying and following Ho Chi Minh's moral example", Directive No. 05-CT/TW dated May 15, 2016 of the Politburo on "Promoting studying and following Ho Chi Minh's ideology, morality and lifestyle" and Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TW dated May 15, 2016 of the 12th Politburo on "Promoting studying and following Ho Chi Minh's ideology, morality and lifestyle" in the entire political system and Resolution No. 4 of the 11th Central Committee on "Some urgent issues on building a socialist-oriented market economy". Party building today", Resolution of the 4th Central Committee, Session XII on "Strengthening Party building and rectification; preventing and repelling the degradation of political ideology, morality, lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party, Conclusion No. 21-KL/TW dated October 25, 2021 of the Central Executive Committee on promoting Party building and rectification and the political system; resolutely preventing, repelling and strictly handling cadres and party members who have degraded political ideology, morality, lifestyle, manifestations of "self-evolution" and "self-transformation" and Regulation No. 08-QDi/TW dated October 25, 2018 of the Central Executive Committee on the responsibility to set an example of cadres and party members, first of all members of the Politburo, members of the Secretariat, members of the Central Executive Committee... are increasingly organized and implemented creatively and flexibly with specific, practical contents and diverse forms in all fields, on all levels. all over the country
Patriotic emulation is a broad, practical revolutionary movement led and directed by functional agencies, departments and branches; organized and implemented according to plan, with appropriate forms in the entire political system, not "putting social movement on the basis of competition between individuals"; is "competition" to "destroy others" for achievements as opportunistic, reactionary elements, hostile forces distort.
