Many households in Residential Area 10, Dong Thuan Ward (Quang Tri Province) are facing difficulties moving into the auctioned land area due to incomplete transportation infrastructure and essential facilities such as electricity and water.

The family of Mr. Le Xuan Thang, owner of plot number 139, map sheet number 135 in Residential Area 10, Dong Thuan Ward, began construction of their house in April of this year. However, during construction, when contacting electricity and water providers to arrange connections for construction, the family was informed that the area did not yet meet the infrastructure connection requirements. The reason is that the road and drainage system at the end of the plot are still incomplete and not connected to the existing road. In addition, the technical infrastructure in the area has not been synchronized and handed over, so electricity and water providers cannot yet connect residents. Furthermore, many manholes in the area lack covers, posing a potential safety risk to residents living nearby. Notably, the road on the plot is currently being used as a temporary waste collection point, causing environmental pollution and affecting urban aesthetics.

Speaking to a reporter from the Vietnam News Agency (TTXVN), Mr. Le Xuan Thang said: Because the area has not yet been connected to electricity and water infrastructure, his family has to borrow electricity from another residential area to serve the construction work, and they are temporarily using water from a drilled well. The biggest concern for residents is that the manholes are not covered, posing a safety risk to people and vehicles, especially during the rainy season when the water level is high. Furthermore, the use of the road in the area as a temporary waste collection point not only causes environmental pollution but also seriously affects urban aesthetics. The greatest wish of the residents here is for the government to soon invest in completing the electricity, water, and manhole systems so that people can live in peace, Mr. Thang shared.

Similarly, Mr. Nguyen Thanh Quan's family moved to build and live in Residential Area 10 in 2025, but to this day they have not been officially connected to electricity and water. To have electricity, Mr. Quan has to borrow power from an acquaintance's house, and for clean water, he has to share it with another household behind his house. Sharing a water source causes many inconveniences in daily life, especially during peak hours when the water pressure is often weak. In particular, Mr. Quan's family lives at the end of the road in the residential area, where the road and drainage systems are still incomplete. Whenever there is heavy rain, the water cannot drain quickly enough, causing flooding and posing a safety risk to people and vehicles passing by.

"We have fulfilled all our financial obligations, but when we moved in, we had to fend for ourselves with makeshift electricity and water supply. Every rainy season, we live in constant fear because the roads are unfinished, water floods into our houses, and transportation is dangerous. We only hope that infrastructure projects, especially electricity and water, will be completed soon so that people can live in peace, and other families can also have the means to build houses in the surrounding area," Mr. Quan said.

Waiting for infrastructure completion

The project to invest in the construction of technical infrastructure to create residential land in Group 10, Bac Ly Ward, Dong Hoi City, Quang Binh Province (now Group 10, Dong Thuan Ward, Quang Tri Province) was approved by Decision No. 145/QD-UBND dated January 16, 2019, with the Dong Hoi City People's Committee as the investor and Viet Tien Construction Co., Ltd. as the contractor.

According to the design, the project includes the integrated investment of technical infrastructure items such as electricity, water supply and drainage, and transportation systems. The total contract value is over 17.4 billion VND; the value already accepted is over 11.8 billion VND, reaching approximately 68% of the volume; the value of outstanding advances is over 2.1 billion VND.

The project commenced in September 2020 and its completion date was adjusted to 2024. By March 2024, land clearance was completed, and since then, the contractor has suspended construction with many items still unfinished. However, 78 land plots in the area were put up for auction, with 66 successfully auctioned. After winning the auction, the households have fully fulfilled their financial obligations to the State and related fees.

To overcome the remaining difficulties, the Dong Hoi Investment and Construction Project Management Board and Land Development Fund have requested the Quang Tri Provincial People's Committee to consider adjusting the project implementation time to carry out procedures for terminating the contract with the contractor, demanding compensation for damages, handling contract violations, and finding a new contractor to continue construction.

Speaking with a reporter from the Vietnam News Agency (TTXVN), a representative of the Dong Hoi Investment and Construction Project Management Board stated that despite repeated urging, Viet Tien Construction Co., Ltd. has halted construction since 2024, with many items still unfinished. After taking over the merged entity on July 1, 2025, the Board reported the difficulties and obstacles of the project to the Quang Tri Provincial People's Committee. On September 5, 2025, the Board also submitted a proposal requesting appraisal and approval of the adjustment to the investment policy for the technical infrastructure project to create land in Residential Area 10, Dong Thuan Ward. However, the appraisal council, chaired by the Department of Finance, did not unanimously approve it because the project had not yet recovered all the advance payments to the contractor.

To resolve the above issue, the Dong Hoi Investment and Construction Project Management Board has repeatedly sent written requests to Viet Tien Construction Co., Ltd. to return the advance payment of over 2.1 billion VND, but has yet to receive a response. Most recently, on May 12th, the Board issued Document No. 638/BQL for the fourth time, requesting the return of the unrecovered advance payment for the project. In the document, the unit requested Viet Tien Construction Co., Ltd. to return the advance payment according to Construction Contract No. 43/2019/HĐTC dated September 16, 2019 and Contract Appendix No. 01/2020/PLHĐ-XD dated November 12, 2020.

"If the company fails to make the repayment within the specified timeframe, the Board is also finalizing procedures to file a lawsuit in court to have a basis for handling the case in accordance with regulations," a representative of the Dong Hoi Investment, Construction and Land Development Project Management Board stated.

Mr. Nguyen Minh Nghia, Deputy Head of the Economic and Infrastructure Department of Dong Thuan Ward, said that, recognizing the difficulties faced by residents in Residential Group 10, the Dong Thuan Ward People's Committee has coordinated with the Dong Hoi Investment and Construction Project Management Board and Land Development Fund to discuss solutions to resolve obstacles related to the project. However, some outstanding issues of the project have not yet been thoroughly addressed. In the coming time, the locality will continue to coordinate with the Project Management Board and relevant departments and agencies to find solutions to overcome difficulties and soon complete the technical infrastructure to serve residents living stably in the residential area…
