Priority area 1 is included in the total area of ​​50.5 hectares planned as an urban, commercial and service area. Up to now, 93% of the area has committed to handing over the site, of which 37 hectares, equivalent to 73% of the total area of ​​the entire area has been cleared.

Also according to the Provincial Land Fund Development Center, in October 2025, 5 enterprises continued to hand over the land: Tan Mai, Chuong Duong, Southern Rubber, Eastern and Texma Vina. At that time, the total area of ​​clean land reached 43 hectares, equivalent to 85%.

For most of the remaining area, businesses have committed to complete relocation in November and December. Only two units, Vinh Phu Transport Development Investment Joint Stock Company and Quality Measurement Standards Technical Center 3, have not committed to a relocation time and have not taken any action to dismantle the construction on the land.
