Improve transportation infrastructure.

In the final days of 2025, the construction site of the Thuan An sea bridge was bustling with the sounds of machinery and construction equipment. Mr. Nguyen Van Hung, a long-time fisherman, stood on the beach looking towards the construction site and said: “Now it’s easy to go anywhere. Once the bridge is finished, more tourists will come across the sea, and business will be much better. In my whole life, I’ve never seen a project as big as this in Thuan An.”

The coastal road, combined with the Thuận An estuary bridge, is a completely new "opening," connecting Phong Phú, Thuận An, Phú Vinh, Chân Mây - Lăng Cô, creating an unprecedented development axis for Huế . The Thuận An estuary bridge, with its modern design, is considered a new architectural highlight, while also enhancing disaster prevention capabilities and strengthening national defense and security in the coastal area.

According to Le Anh Tuan, Director of the Department of Construction, a series of ring roads, radial roads, coastal roads, connecting seaports, airports, high-speed railways to urban railways… have all been integrated into the Provincial Planning and the General Urban Planning of Thua Thien Hue (now Hue City) and were approved by the Prime Minister in late 2023 and early 2024. This is a long-term vision, affirming Hue's orientation towards modern urban development and regional connectivity.

Construction units are accelerating the progress of the Thuan An coastal road and sea bridge project.

Despite limited resources, with the determination of the entire political system, many key projects have been and are being implemented. Besides the coastal road and the Thuan An sea bridge, which are nearing completion and expected to be operational in March 2026, the Nguyen Hoang bridge, Nguyen Hoang road, and the Ring Road 3, which play a role in expanding urban space, exploiting large land resources in Kim Long, Huong An, etc., and significantly reducing traffic congestion in the inner city, have also been and are being invested in. Both of these bridges belong to a group of projects with special technical requirements, possessing the largest bridge spans in Vietnam for their respective structural types.

Furthermore, projects such as the Phu My - Thuan An road, the Phong Dien - Dien Loc rescue and relief route, and the extended To Huu road to Phu Bai airport continue to create a strategic transportation network, connecting economic and industrial zones with expressways and seaports, contributing to reducing logistics costs for businesses, and expanding opportunities to attract investment.

The external transportation system has also been fully invested in, creating a new look for Hue city. Notable examples include Terminal 2 of Phu Bai International Airport, inaugurated in 2023; and sections of the North-South expressway such as La Son - Hoa Lien and Cam Lo - La Son, which have been completed and are being upgraded to four lanes, opening up a seamless regional connection axis and helping to alleviate traffic pressure on National Highway 1A. On the seaward side, the Chan May deep-water port currently operates three berths with a maximum capacity of approximately 9 million tons per year, receiving cargo ships of 50,000-70,000 tons and large cruise ships. The city is accelerating the construction of berths 4 and 5 to be put into operation in 2026, expanding the international logistics gateway and increasing the competitiveness of Hue and the entire region.

Open up the space for development.

Urban planning experts see Hue as simultaneously developing three distinct zones: a tourism and coastal urban area along the coast; a logistics and industrial zone in the northwest; and an urban and service zone in the south and southeast.

According to the Director of the Department of Construction, Le Anh Tuan, key transportation projects are gradually completing the "framework" of urban development, opening up new land resources, improving freight transport capacity, reducing logistics costs, and creating a strong attraction for investors.

To maintain the momentum of development, the Department of Construction will continue to focus on planning, ensuring scientific, modern, synchronized, and long-term vision; considering factors such as climate change, floods, and inter-regional connectivity; researching modern transportation modes such as urban rail; and orienting urban development according to the TOD model (Transit-Oriented Development). “We will advise the City People's Committee to invest strategically and prioritize projects that create momentum for urban development, promote socio-economic development, enhance national defense and security capabilities, while continuing to upgrade existing urban areas and improve the quality of life for residents. We will mobilize diverse resources, from the budget and ODA to PPP and social mobilization, to create a combined force for infrastructure investment. We will propose breakthrough policy mechanisms for transportation infrastructure development, considering infrastructure as a leading sector to drive growth,” said Mr. Le Anh Tuan.

During a site inspection of areas currently inviting and implementing investment projects on the afternoon of December 10th, the Deputy Secretary of the City Party Committee and Chairman of the People's Committee of Hue City, Nguyen Khac Toan, stated that the city is focusing its efforts on mobilizing various resources to complete the socio-economic infrastructure system in a comprehensive manner, while gradually upgrading the urban area according to the development orientation until 2045, with a vision to 2065.

Accordingly, Mr. Nguyen Khac Toan requested that units focus on accelerating the progress of key projects. Simultaneously, attention should be paid to creating more public spaces and green parks in convenient locations to provide more recreational spaces for residents; and priority should be given to promoting some landmark tourism projects to increase attractiveness, enhance the experience, and extend the length of stay of tourists visiting Hue.
