This is regularly maintained by vessel owners and strictly controlled by the Cai Rong Fishing Port Management Board to implement state regulations on combating unreported and unregulated fishing.
Mr. Chau Thanh Dat, Deputy Head of Cai Rong Fishing Port (Van Don District) said: Cai Rong Fishing Port regularly coordinates to strengthen the control of fishing vessels arriving and leaving the port. In the first 4 months of this year, more than 700 vessels have arrived and left the port and the aquatic product output monitored by Cai Rong Fishing Port Management Board is over 100 tons for each trip. As for fishing vessels with a length of over 24m, 100% of the quantity is strictly monitored. For vessels with a length of under 12m, the unit is interested in promoting so that each time the vessels return to port, they submit a full exploitation report, on that basis, the provincial Fisheries Inspection, Examination and Control Office at Cai Rong Fishing Port has the most complete and accurate summary data.
According to statistics from localities, in April 2025, control points in the province controlled over 5,500 tons of aquatic products, an increase of more than 2,000 tons compared to March 2025. Of which, 8 control points and declarations in communes and wards in the province controlled over 5,100 tons, an increase of more than 1,900 tons compared to March 2025. Meanwhile, at the provincial Fisheries Inspection, Examination and Control Representative Office at Cai Rong Fishing Port, more than 393 tons of aquatic products were controlled, an increase of 26 tons compared to March, of which more than 327 tons were controlled via the electronic system, accounting for 83.2%; 66.8 tons were controlled through direct declaration at Cai Rong Fishing Port, accounting for 16.8%.
Mr. Dao Van Vu, Vice Chairman of Van Don District People's Committee, said: The district has coordinated with relevant departments and branches to manage 37 fishing vessels with lengths from 12m to 15m and focused on strictly managing the vessels through monitoring the journey. All fishing vessels of Van Don district have no cases of violating foreign waters. The district People's Committee has also completed a document requesting the provincial People's Committee to urgently complete the infrastructure of the regional storm shelter area and especially Cai Rong fishing port so that qualified vessels can dock to unload fishing goods and implement traceability for aquatic products exploited in Van Don waters.
Implementing solutions to combat illegal, unreported and unregulated fishing associated with the management of exploitation, protection and development of aquatic resources in the province, on May 16, the Department of Sea, Islands and Fisheries, Fisheries Surveillance coordinated with the Department of Natural Resources and Environment (Ha Long City) to organize propaganda and guidance for fishing vessel owners and officers in charge of controlling fishing vessels at Cao Xanh Temporary Fishing Wharf (Ha Long City) to install and update data on fishing vessels, crew members, declaration of arrival and departure from port... through the electronic traceability software system of exploited aquatic products (eCDT) at the anchorage area/fishing vessel control point.
As of April 30, 2025, Quang Ninh has 6,192 fishing vessels registered and managed, of which 4,292 fishing vessels with the largest length of 6m or more are subject to licensing and implementation of the electronic traceability software system for exploited aquatic products. “ Electronic traceability software system for exploited aquatic products” is very necessary and mandatory according to the direction of the Ministry of Agriculture and Environment, the requirement of the European Commission in implementing solutions to combat IUU fishing.
In May, the provincial IUU Steering Committee requested localities in the province to strictly implement the electronic traceability system at fishing ports and fishing vessel control points to ensure transparency and legality in confirming the origin of exploited aquatic products, and to prevent cases of legalizing documents. At the same time, organize a peak campaign to handle violations until the end of May 2025 in the province; continue to complete the criteria to meet the conditions for announcing the opening of an official type II fishing port at Cai Rong Fishing Port as a focal point for controlling fishing vessels and output in the whole province.
