Instead of attending classes in person, from January 1, 2025, those learning to drive motorcycles will be able to self-study theory, while those learning to drive cars will have the option of attending classes in person or remotely.


Multiple learning options

As someone who needs to learn to drive a Class B car, Mr. Nguyen Xuan Hoa (Bac Tu Liem, Hanoi ) expressed his delight upon hearing that learners will soon be able to choose between in-person or distance learning for theory lessons.

Circular 35/2024 stipulates that for motorcycle driving training of all categories, learners will be allowed to self-study theoretical subjects.

"I work a regular office job from 8 am to 5 pm every day, so I can't take time off to attend driving lessons. Now, if I can learn online, I can study whenever I have free time, saving on costs and travel time," he said.

The content that Mr. Hoa referred to is the regulation in Circular 35/2024 on training, examination, and issuance of driver's licenses, recently issued by the Ministry of Transport . This circular takes effect from January 1, 2025.

According to Mr. Luong Duy Thong, Head of the Transport and Vehicle Management Department, Vietnam Road Administration, the current Vocational Education Law allows vocational training in the form of in-person, online, and distance learning. However, the 2008 Road Traffic Law only permits non-in-person training for driver's licenses with no expiration date. For driver's licenses with a limited expiration date, in-person training is mandatory.

Meanwhile, the Law on Road Traffic Safety (effective from January 1, 2025) mandates the Government to regulate other forms of driver training. Therefore, Circular 35/2024 stipulates that for motorcycle driver training, learners will be allowed to self-study theoretical subjects and then register for the examination. If they pass, they will be issued a driver's license.

For those learning to drive cars, in addition to in-person training at training facilities, learners are allowed to choose between two options: in-person or online learning.

Learners can also study remotely or through guided self-study using information technology applications and software provided by qualified training institutions. Learners access the software and study at convenient times, ensuring they complete the required content and study for the prescribed duration. Upon completion of the training, they will be eligible to take the examination and receive a certificate of completion. Upon successful completion, they are permitted to take the driving license examination.

How is quality control implemented?

Mr. Khuong Kim Tao, Head of the Training and Examination Branch for Driving Licenses (Vietnam Automobile Transport Association), believes that in the era of technological development, online learning for the theoretical part is reasonable. Students can use computers and phones to self-study and exchange knowledge with instructors and other learners anytime, anywhere. Most importantly, strict control is needed to ensure that the learning is substantive and effective.

Mr. Tong Van Thuan, a teacher at the Dong Do Driving Test Training Center (Bac Ninh), suggested that regular theoretical driving tests could be conducted through a system or application for students to check their knowledge. The ultimate goal is to ensure that students have a solid grasp of the theory before the actual test.

According to Professor Tu Sy Sua, a senior lecturer at the University of Transport, online teaching and learning requires significantly different lecture design compared to in-person classes. Learning materials and teaching methods must also be improved. The assessment and evaluation of online students should be conducted in stages, not only at the end of the semester.

Meanwhile, Mr. Luong Duy Thong informed that the online software must ensure proper management of learners, that students complete the required study time, and that the program content is followed correctly. The training unit will develop online learning software that meets these criteria and submit it to the Department of Transport for approval before it can be implemented. Therefore, there is no need to worry about a decrease in training quality.

How do other countries teach driving online?

Many countries around the world have been offering online driving lessons for a long time, proving highly effective. For example, in the US, people who need a driver's license can study the theory at home online or using materials provided by the testing center. When they want to take the test, they register for the theory test, practice, and then register for the practical test.

In Russia, online driving lessons have been implemented with flexible schedules so that all students can comfortably choose a schedule that suits their time. A student only needs two months to complete the course.

Meanwhile, in South Korea, sets of frequently appearing questions in the theory test, along with video lectures, are also sold in bookstores so that everyone can study at home without having to attend classes. Korean citizens can register for the driving test after studying all the questions compiled in the book.
