Kien Giang needs to further promote the disbursement of public investment capital.

Deputy Prime Minister Le Thanh Long requested Kien Giang province to further promote the disbursement of public investment capital, especially in the stage of preparing land for handover; and to have effective solutions to solve the problem of construction materials for large and key public investment projects.

The Government Office has just issued Notice No. 507/TB-VPCP dated November 5, 2024, concluding the conclusion of Deputy Prime Minister Le Thanh Long at the working session with leaders of Kien Giang province.

The Deputy Prime Minister concluded: 2025 is the final year of implementing the 5-year plan (2020 - 2025) of the Province, the year of Party Congresses at all levels, towards the 14th National Party Congress, so Kien Giang needs to focus more on directing and operating socio-economic development, successfully completing the tasks and targets set out in the Resolution of the 11th Kien Giang Provincial Party Congress, term 2020 - 2025. In the immediate future, the Province needs to further promote the disbursement of public investment capital, especially the stage of preparing the handover site; have effective solutions to solve the problem of construction materials for large and key public investment projects.

At the Announcement, the Deputy Prime Minister commented on a number of recommendations from Kien Giang province.

Specifically, regarding the proposal to establish a biodiversity research center in Phu Quoc, the Deputy Prime Minister assigned the Ministry of Agriculture and Rural Development to preside over and coordinate with the Ministry of Natural Resources and Environment, the People's Committee of Kien Giang province and relevant agencies to study and unify proposals for implementing this task, ensuring feasibility, consistency and synchronization between regulations, functions and tasks of ministries and localities, and report to competent authorities in November 2024.

Regarding specific guidance on environmental protection for tourism businesses, the Deputy Prime Minister requested the Ministry of Natural Resources and Environment, according to its functions and authority, to issue specific guidance documents to localities (including Kien Giang province) on environmental protection for tourism businesses in November 2024.

Regarding investment in the Ha Tien - Rach Gia - Bac Lieu cross-axis expressway, with priority given to investment in the Ha Tien - Rach Gia section in the 2025 - 2030 period, the Deputy Prime Minister assigned the Ministry of Transport to preside over and coordinate with the People's Committee of Kien Giang province and relevant ministries, agencies and localities in the process of reporting to competent authorities for consideration and capital allocation for implementation in accordance with legal regulations.

Regarding the upgrading and expansion of national highways through Kien Giang province, including National Highway N1, National Highway 63; National Highway 61; National Highway 80, the Deputy Prime Minister requested the Ministry of Transport to study the province's proposal for investment according to regulations, including studying decentralization to the People's Committee of Kien Giang province to manage and invest according to the provisions of law.

Regarding the decentralization of works for the headquarters of the People's Committee and the Provincial People's Council, in case of repair or renovation without changing the scale or structure of the work, the level 1 work level shall not be applied to facilitate the preparation of investment procedures, criteria for selecting contractors and acceptance, the Deputy Prime Minister assigned the Ministry of Construction to study and synthesize the recommendations of the People's Committee of Kien Giang province, urgently complete the Decree replacing Decree No. 15/2021/ND-CP dated March 3, 2021 of the Government detailing a number of contents on the management of construction investment projects, and submit it to the Government for consideration and decision.

Regarding continued support to call for capable investors to participate in investing in technical infrastructure and production and business in industrial clusters in the province, the Deputy Prime Minister assigned the Ministry of Industry and Trade to closely coordinate with the People's Committee of Kien Giang province in investment promotion activities, to attract enterprises with financial, technological, management and market capacity to invest in industrial clusters in Kien Giang province.
