The 2024-2025 school year takes place in the context of many positive changes in the domestic socio-economic situation. The political system is being streamlined towards being more efficient and effective. This is also the time when the entire education sector deploys the Government's action program to implement Conclusion No. 91-KL/TW, dated August 12, 2024 of the Politburo on continuing to implement Resolution No. 29-NQ/TW, dated November 1, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration". In particular, this school year marked the 2018 general education program being implemented synchronously in all grades from grade 1 to grade 12 nationwide, completing the cycle of innovation of programs and textbooks at all levels.
With the close direction of the Government and the Prime Minister, the effective coordination of central ministries, branches, and Party committees and local authorities, the support of a large number of voters and people, especially the determination and responsibility of teachers, education managers, and the efforts of students, the entire education sector has completed the 2024-2025 school year plan with many positive results.
In particular, the work of building institutions and policies has made a breakthrough. The Ministry of Education and Training has advised the National Assembly to promulgate the Law on Teachers, the Resolution on universalizing preschool education for preschool children from 3 to 5 years old and the Resolution on exemption and support of tuition fees for preschool children and high school students. The 2025 high school graduation exam, the first exam under the 2018 general education program, was organized safely, seriously and objectively. The quality of key education continues to be affirmed with high results in national and international exams. Human resource training, especially high-quality human resources in high-tech industries such as semiconductors, artificial intelligence, and 4.0 technology, has been strongly promoted. In particular, in June 2025, the Department of Education and Training effectively implemented Resolution 57-NQ/TW, completing 20/22 assigned tasks, of which 17 tasks were completed ahead of schedule. 100% of educational institutions in the province have put into use the school management system, digital student records, software for managing records - books, library management, teaching equipment management and exam question banks. The digital data warehouse with 69,000 documents and electronic lectures has been operated and directly integrated into the online teaching platform, helping teachers and students to exploit it effectively. Digital transformation assessment software has also been deployed synchronously throughout the sector. In the 2025-2026 school year, the Ministry of Education and Training has set 28 main targets. Of which, the preschool enrollment rate is 94%; the 6-year-old enrollment rate for grade 1 is 99.70%; the primary school completion rate is 99.5%; 24/34 provinces and cities have met the standards for universal primary education at level 2 and level 3. The rate of preschool teachers meeting training standards is 90%, primary school teachers meeting training standards is 91%, high school teachers meeting training standards is 100%; the rate of university lecturers with doctoral degrees is 34.50%...

Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged, highly appreciated, commended and warmly congratulated the important results that the entire education sector has achieved in the past school year, contributing significantly to the overall achievements of the country.
The Prime Minister said that in the coming time, the Education and Training sector faces an urgent need to innovate and develop breakthroughs, both to overcome shortcomings and "solve its own problems", and to contribute significantly to the successful implementation of new policies of the Party and State, creating a solid foundation for the country to enter a new era.
The Prime Minister emphasized the need to focus on transforming the state from considering education and training as the work of the education sector to the common task of the entire political system, the entire people, and the entire society; from equipping knowledge to developing comprehensive capacity of learners. The education sector needs to build advanced, modern, unified programs and curricula that are suitable for the development of the country; learning must go hand in hand with practice, real learning, real exams, real results; not allowing students to lack schools, classes, teachers, food, and clothing.
In the immediate future, the entire sector needs to focus on carefully preparing the necessary conditions for the new school year, including a nationwide online opening ceremony to the commune level on September 5, 2025, ensuring that the 2025-2026 school year must achieve better results, clearer quality, and better results than the previous school year at all levels.
Prime Minister Pham Minh Chinh noted that the education and training sector needs to continue to improve institutions, enhance the effectiveness and efficiency of state management of education; focus on effectively implementing the Law on Teachers. Urgently complete and submit to the National Assembly amendments to the Laws on education, higher education, and vocational education; accelerate the reduction of administrative procedures, decentralization, and delegation of power associated with resource allocation and strengthen inspection and supervision of implementation.
Along with that, it is necessary to prioritize resources for investment in facilities and teaching equipment for preschool and general education institutions to meet the needs according to the Preschool Education Program and the General Education Program 2018. Build and develop a team of teachers with adequate qualities, capacity, and equal to the task; build a mechanism to mobilize artisans, artists, professional athletes, foreigners, etc. to participate in educational and training activities in schools. Continue to review and plan the network of preschool, general education, continuing education, education for the disabled, university and college education, and vocational education. Stakeholders build primary and secondary boarding schools in 248 land border communes, initially piloting investment in building new or renovating 100 schools in 2025.
Prime Minister Pham Minh Chinh also proposed improving the quality of human resource training, especially high-quality human resources associated with scientific research and innovation; focusing on training in the fields of knowledge economy, digital economy, green economy, circular economy, especially basic sciences, engineering, technology and new industries such as artificial intelligence, semiconductors, high-speed railways, nuclear power; promoting digital transformation, enhancing the application of information technology; promoting international cooperation and integration in education and training.
