Distinguished members of the Presidium of the Congress;
- Dear Comrade Bui Minh Chau, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Phu Tho Provincial Delegation to the National Assembly;
- Dear comrades who were former Secretaries and Deputy Secretaries of the Phu Tho Provincial Party Committee throughout the years;
- Distinguished members of the Provincial Party Standing Committee, the Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee, and leaders of the Phu Tho Provincial Delegation to the National Assembly ;
- Ladies and gentlemen, comrades, and all delegates of the Congress;
Today, I am very pleased and excited to attend the 15th Congress of the Vietnam Fatherland Front (2024-2029 term) of the Vietnam Fatherland Front, together with the two Vice Chairmen of the Central Committee of the Vietnam Fatherland Front. First of all, I would like to extend my respectful greetings, best wishes for good health, and warmest regards to the Provincial Party Secretary, the leaders and former leaders of the province, the delegates, and all attendees of the Congress.
I express my agreement with and appreciation for the draft documents presented to the Congress. Following this, I would like to suggest and emphasize some additional points for the Congress to discuss:
1. Regarding the results of implementing the Resolutions of the Congress of the Vietnam Fatherland Front at all levels (term 2019 - 2024):
We are implementing the Resolution of the Congress of the Vietnam Fatherland Front at all levels for the 2019-2024 term amidst a world and domestic context marked by numerous changes, complexities, and unpredictability; intense and tense competition between major powers; the armed conflict between Russia and Ukraine; and the devastating consequences of the Covid-19 pandemic.
In this context, upholding the tradition of solidarity and creativity, the Vietnam Fatherland Front at all levels has actively propagated and mobilized the people to enthusiastically participate in patriotic emulation movements and major campaigns, contributing their efforts alongside the entire Party, people, and army to strive for many important and comprehensive results in various fields: political stability; economic recovery and development; attention and resolution of cultural and social issues; guaranteed social security; strengthened national defense and security; impressive results in foreign affairs; comprehensive results in Party building and rectification, and the fight against corruption and negative phenomena; the people's lives have gradually improved, and their trust in the Party and State has increased; the strength of the great national unity bloc has been continuously consolidated and strengthened.
The Party Committee and the Standing Committee of the Central Committee of the Vietnam Fatherland Front have advised and proposed the implementation of 5 outstanding results, in addition to the Resolution of the 9th Congress of the Vietnam Fatherland Front, namely:
(1) It has been reported, proposed, and suggested that General Secretary Nguyen Phu Trong diligently research theory, summarize practice, and publish the book "Promoting the tradition of great national unity, building our country to be increasingly rich, civilized, and happy" which consistently and continuously reflects the Party's policy on the role of the people; on relying on the people to build the Party and the State; on the tradition and strength of great national unity in the cause of building and protecting the Fatherland.
(2) The Politburo decided to elevate the Party Committee of the Vietnam Fatherland Front from being under the Secretariat to being under the Politburo ( thus, at the Central level, only the Party Committee of the National Assembly, the Party Committee of the Government and the Party Committee of the Vietnam Fatherland Front are under the Politburo ); issued Decision No. 120-QD/TW on the organizational structure, functions and tasks of the Central Committee of the Vietnam Fatherland Front to assist the Committee, the Presidium and the Standing Committee.
(3) The Politburo issued Conclusion No. 35-KL/TW on leadership positions in the political system, according to which the Chairman and Vice-Chairman of the Vietnam Fatherland Front at all levels were promoted one rank in the leadership position system.
(4) The Central Executive Committee has summarized 15 years of implementing Resolution 23-NQ/TW, and issued Resolution No. 43-NQ/TW on November 24, 2023, on continuing to promote the tradition and strength of national unity, building our country to be more prosperous and happy.
(5) Organized gratitude and gifts for nearly 20,000 Dien Bien soldiers, youth volunteers, and civilian workers who participated in the Dien Bien Phu campaign; in 7 months, they mobilized to build 5,000 solidarity houses for poor households in Dien Bien province, contributing to Dien Bien province's goal of eliminating temporary and dilapidated houses for poor households throughout the province.
2. Regarding the results of implementing the Resolution of the 14th Congress of the Vietnam Fatherland Front of Phu Tho province:
Under the leadership and guidance of Party committees at all levels, with the support of government agencies at all levels, and the coordinated actions of member organizations, all 6 targets were met or exceeded the set plan, and all 5 programs achieved significant and comprehensive results. I would like to highlight 5 outstanding results, which are:
(1). The Vietnam Fatherland Front at all levels from the province to the grassroots actively propagated and mobilized voters in the province to enthusiastically go to the election of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term. Under strict isolation conditions to prevent and control the Covid-19 pandemic, the voter turnout rate in the province reached 99.8%, electing enough National Assembly representatives and People's Council representatives at all levels in one round of voting. That is a figure that speaks volumes about patriotism, national pride, and the trust of voters and people in the regime, first and foremost in the leadership role of the Party committees and government at all levels in Phu Tho province.
(2). The Vietnam Fatherland Front at all levels from province to commune has focused on improving the quality and effectiveness of social supervision and criticism, contributing to building strong Party and government organizations. Hundreds of supervision activities have been carried out, focusing on issues of concern to the people, and have gathered many valid, heartfelt, and responsible opinions of voters and people to send to competent agencies for consideration and resolution; actively organizing mediation at the grassroots level with more than 85% of mediations successful, contributing to preserving "neighborly love and solidarity" in residential areas.
(3). The Standing Committee of the Vietnam Fatherland Front of Phu Tho province and its member organizations have effectively implemented patriotic emulation movements and major campaigns with many good and creative ways, suitable to the specific conditions of the locality, contributing to 6/13 district-level units and 136/196 communes achieving new rural standards, including 16 communes achieving advanced new rural standards, and 3 communes achieving model new rural standards in education; mobilized and collected more than 160 billion VND, supporting the construction and repair of 2,152 houses of solidarity; supported over 9,200 poor people with production materials, medical treatment and helped poor students overcome difficulties and excel in their studies; poor and near-poor households all received gifts during the Lunar New Year.
In my work mobilizing the masses, I was very impressed with the province's efforts in encouraging people to prepare offerings to the Hung Kings on the occasion of the Ancestor Commemoration Day (March 10th), welcoming descendants to gather and remember, express gratitude for, and honor the merits of the Hung Kings. This is a meaningful approach that resonates with the people and needs to be summarized and learned from to implement it more widely and profoundly. Based on information shared by the Secretary of the Phu Tho Provincial Party Committee, I came up with the idea of paying tribute to the Dien Bien Phu soldiers and discussed it with comrades in the Party Committee and the Standing Committee of the Central Committee of the Vietnam Fatherland Front. After reporting to the leaders, I received their agreement and encouragement to make it happen. Accordingly, the Vietnam Fatherland Front organized a tribute to the Dien Bien Phu soldiers, youth volunteers, and civilian workers on the front lines during the 75th anniversary of the Dien Bien Phu Victory and received great support.
(4). The Vietnam Fatherland Front at all levels from the province to the grassroots has done well in its core political role, mobilizing all strata of people in the province to unite in solidarity, sharing hardships, with unforgettable days of struggling and fighting to repel the Covid-19 pandemic, protecting the health and lives of the people, which has been recognized by the Party Committee, the government and the people.
Besides the achievements, the work of the Fatherland Front in Phu Tho province during the past term also revealed some limitations and shortcomings, as the political report has already fully mentioned, so I will not repeat them; I would only like to add one more point: the work of understanding the people's situation needs to be more proactive in proposing solutions to the Party committee and government for complex issues right from their inception. With the motto that complacency can ignite a whole forest if one is not careful.
In summary, we have basically achieved the goals set by the 14th Congress of the Vietnam Fatherland Front of Phu Tho province; mobilizing all strata of the people to unite and work together with the Party Committee, government, and armed forces of Phu Tho province to strive for commendable results: Gross domestic product in 2023 increased by nearly 7.6%, placing it among the top 15 provinces and cities with high growth rates, ranking 3rd out of 14 provinces in the Northern Midlands and Mountains region; the economic scale by the end of 2023 increased by more than 1.3 times compared to 2020, exceeding 100 trillion VND, ranking 34th out of 63 provinces and cities and 3rd out of 14 provinces in the Northern Midlands and Mountains region; the education and training sector ranked 8th out of 63 provinces and cities; the people's living standards have improved, the poverty rate is below 5%; and health insurance coverage is nearly 94%. The people's trust in the leadership role of Party committees at all levels and the administration of government at all levels is constantly being consolidated and strengthened.
3. Regarding the direction, tasks, and objectives of the 15th Congress
In the coming period, the world and regional situation will continue to be complex, rapidly changing, and unpredictable, impacting the domestic situation. Opportunities will be intertwined with difficulties, with difficulties outweighing opportunities. This requires the entire Party, people, and army to uphold the tradition and strength of national unity, combine it with the strength of the times, promote self-reliance and self-improvement, strongly unleash the creativity of all strata of the people, seize favorable opportunities, overcome difficulties and challenges, and strive to achieve even greater and more comprehensive results. In that spirit, I would like to suggest some issues for the Congress to discuss and agree upon as follows:
Firstly , it is necessary to continue to thoroughly understand the content of Resolution No. 43-NQ/TW dated November 24, 2023, of the 13th Central Committee of the Communist Party of Vietnam on " Continuing to promote the tradition and strength of national unity, building our country to be increasingly prosperous and happy ." Implement synchronously, decisively, and effectively the seven groups of solutions outlined in the Resolution, in accordance with the specific conditions of Phu Tho province, strongly arousing patriotism, self-reliance, self-strength, faith, and aspirations to build Phu Tho province into a developed, prosperous, and beautiful province, striving together with the whole country to achieve the goal of "by 2030, Vietnam will be a developing country with modern industry and high middle income, and by 2045 will become a developed country with high income according to the socialist orientation."
Secondly , we must continue to innovate in thinking and working methods, promote the application of information technology, and adapt to the digital society to disseminate information and mobilize the people in a comprehensive, focused, and practical manner at the grassroots level; improve the quality and effectiveness of campaigns and patriotic emulation movements, with the motto: think truthfully, speak truthfully, do truthfully, achieve truthful results, and ensure that the people truly benefit . At the same time, we must pay attention to the effective implementation of two new initiatives : the "Nationwide Campaign to Eliminate Temporary and Dilapidated Houses" launched by the Prime Minister and the Presidium of the Central Committee of the Vietnam Fatherland Front, and the Program for Building "Self-Governing, United, Prosperous, and Happy" Residential Areas. (The Vietnam Fatherland Front has no members or affiliates, therefore its activities in residential areas are most important, targeting the entire population and being comprehensive in nature; how to get the people to support good deeds and criticize bad deeds, building peaceful villages and hamlets is an important foundation for stability and development. Our ancestors, from ancient times to the present, when there was an emergency, they would call out "Oh villagers, help!", no one would call out "Oh central government, help!", therefore, focusing on the grassroots is the purpose of the "Self-governance, solidarity, prosperity, and happiness" program).
Thirdly , we must further promote the people's right to self-governance, enhance the substance of social supervision and criticism; contribute to building a clean and strong Party and State; actively participate in preventing and combating corruption and negative phenomena; and deeply internalize the directive of General Secretary Nguyen Phu Trong, in his article commemorating the 94th anniversary of the founding of the Communist Party of Vietnam: "Taking the people's peace as the decisive factor in all victories in the cause of building and defending the Fatherland." Nguyen Trai once said: "The essence of benevolence lies in ensuring the people's peace"; we, as his descendants, must remember this and further consider that if the people are not at peace, we must re-examine our actions.
Fourthly , if we want to innovate our thinking and working methods, and improve the results and quality of our work, then cadres are the decisive factor. Therefore, in this term, we must work together to strengthen the training, development, and cultivation of the Front's cadres, following the motto: Dedication to earn the people's affection / Responsibility to earn the people's love / Discipline to earn the people's respect / Dynamism to benefit the people.
(During the next term, the Chairman of the Central Committee of the Vietnam Fatherland Front will directly train the Chairmen of the Vietnam Fatherland Front Committees of provinces and cities. I believe that when the Party and State assign us tasks, we must do our best in the work of the Fatherland Front with the motto "The humble seek solitude/The wise seek bustling places." The Party trusts us, the people rely on us, and assigns us to work in the Fatherland Front, so we must strive to fulfill our roles, master our skills, and adhere to the motto "Dedication, effort, and without greed, anger, or delusion." We should be happy for those who are wealthy, but we shouldn't overexert ourselves; overexertion will only lead to exhaustion. Therefore, the Chairman of the Central Committee of the Vietnam Fatherland Front will directly train the Chairmen of the Vietnam Fatherland Front Committees of provinces and cities so that we can all understand each other's thinking and work together better.)
Fifthly , we must uphold the close relationship between the Party and the people, the tradition of solidarity among ethnic groups, between people of different religions and those without, and among generations of cadres; broadly unite all social classes and strata; continuously consolidate, strengthen, and promote the tradition and strength of the great national unity; strongly unleash creativity and aspirations to build Phu Tho province into an increasingly prosperous and beautiful province, as the Phu Tho Provincial Party Congress documents have identified it as a leading province in the Northern Midlands and Mountains region.
4. Regarding personnel matters of the Congress.
We respectfully request that all delegates, including elders, dignitaries, and comrades, promote democracy and consensus to elect the most deserving individuals: those with competence, prestige, dedication to Front work, and high responsibility to the country and to their homeland of Phu Tho; and those with a reasonable composition, especially outstanding individuals from the working class, farmers, intellectuals, businesspeople, ethnic groups, and religious communities, so that the Vietnam Fatherland Front of Phu Tho province truly becomes a reliable address and a common home for unity and consensus among all strata of the people in the province . (With the motto: anything difficult to say, anything that cannot be said to anyone else, should be said to the Fatherland Front; the Fatherland Front will find a way to resolve it. When the Fatherland Front offers suggestions to the Party Committee and government, the Party Committee and government should not take offense but consider it a channel of information to help them make accurate decisions. Listening to opinions will make things better.)
On this occasion, on behalf of the Party Committee and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, I would like to express my sincere gratitude to the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People's Council, the leaders of the Provincial People's Committee, and the Delegation of the National Assembly of Phu Tho province for their continued attention, support, and cooperation in enabling the Vietnam Fatherland Front of Phu Tho province to successfully fulfill its nhiệm vụ, contributing to the fulfillment of the noble mission of the Vietnam Fatherland Front system nationwide. We firmly believe that, in the coming term, the Vietnam Fatherland Front of Phu Tho province will further improve its core political role, mobilizing all strata of the people to uphold the glorious traditions of the province, a land imbued with the sacred spirit of mountains and rivers, the place of worship for the Hung Kings - the ancestors of the Vietnamese nation, the homeland of the scholar Vu Due, the land of "palm forests and tea hills," developing its internal strengths, proudly and confidently building Phu Tho province into a leading developed province in the Northern Midlands and Mountains region: politically stable, economically prosperous, strong in national defense and security, environmentally clean, and happy for all its people.
I wish the provincial leaders, former leaders, delegates, and all participants of the Congress good health, happiness, and success.
