Two former Deputy Ministers of Labor disciplined.

Specifically, in Decision No. 446/QD-TTg dated May 23, 2024, the Prime Minister decided to impose a disciplinary measure in the form of a Warning against Mr. Huynh Van Ti, former Deputy Minister of Labor, War Invalids and Social Affairs (from April 2015 to November 2016) for violations and shortcomings in his work, for which the Politburo had already imposed disciplinary action; the disciplinary period is calculated from the date of announcement of Decision No. 1200-QDNS/TW dated April 23, 2024 of the Politburo.

In Decision No. 447/QD-TTg dated May 23, 2024, the Prime Minister decided to impose a disciplinary measure in the form of a Warning against Mr. Nguyen Ngoc Phi, former Deputy Minister of Labor, Invalids and Social Affairs (from 2011 to October 2014), for violations and shortcomings in his work, for which the Central Inspection Committee had already imposed Party disciplinary action; the disciplinary period is calculated from the date of announcement of Decision No. 1463-QD/UBKTTW dated April 16, 2024 of the Central Inspection Committee.

At its 37th session, acting on the directives of the Central Steering Committee on preventing and combating corruption and negative practices, and reviewing the results of the inspection into suspected violations by the Party Committee of the Ministry of Labor, War Invalids and Social Affairs, the Central Inspection Committee found that the Party Committee of the Ministry of Labor, War Invalids and Social Affairs had violated the principle of democratic centralism and the working regulations.

The Party Committee of the Ministry of Labour, Invalids and Social Affairs was also found to be irresponsible and lax in leadership and direction, allowing the Ministry and some organizations and individuals to seriously violate Party regulations and State laws in advising and implementing mechanisms and policies in the field of vocational training; and in implementing contracts carried out by the International Advanced Corporation (AIC) and enterprises within the AIC ecosystem.

According to the Central Inspection Committee, the aforementioned violations have affected the implementation of the Vocational Training Development Strategy, causing serious and difficult-to-remedy consequences; posing a significant risk of loss and waste of state funds, assets, and social human resources; causing public outrage and negatively impacting the reputation of the Party organization and state management agencies, to the extent that disciplinary action must be considered and taken.

The Central Inspection Committee concluded that responsibility for the aforementioned violations rests with the Party Committee of the Ministry of Labour, Invalids and Social Affairs for the terms 2011-2016 and 2016-2021, including former Party Committee members and Deputy Ministers: Nguyen Ngoc Phi and Huynh Van Ti.

The Central Disciplinary Committee issued a warning to Mr. Nguyen Ngoc Phi, former member of the Party Committee and Deputy Minister of Labor, War Invalids and Social Affairs.

At the same time, the Central Inspection Committee proposed that the Politburo and the Secretariat consider and impose disciplinary measures on the Party Committee of the Ministry of Labour, Invalids and Social Affairs for the terms 2011-2016 and 2016-2021, and consider and impose disciplinary measures on a number of current and former leaders of the Ministry of Labour, Invalids and Social Affairs, including Mr. Huynh Van Ti, former member of the Central Committee of the Party, member of the Party Committee, and Deputy Minister of Labour, Invalids and Social Affairs.

On April 19, 2024, at the Party Central Headquarters, the Politburo and the Secretariat reviewed and disciplined the Party Committee of the Ministry of Labour, Invalids and Social Affairs and related individuals. Specifically, the Politburo decided to issue a Warning to Mr. Huynh Van Ti.
