According to the Brigade Commander of Brigade 132, information technology and digital transformation are currently playing an important and key role in all areas of social life. Improving digital skills for cadres, employees and soldiers has been and is being implemented resolutely, synchronously and effectively by the Standing Committee and Party Committee of the Information Corps.
At the 6th Congress of Delegates, term 2025-2030, the Party Committee of Brigade 132 identified administrative reform and digital transformation as one of the "three breakthroughs" to improve digital skills for officers, employees, and soldiers in unit management, command, training operations, and ensuring smooth, timely, and solid communication.
“To effectively implement the “Digital Literacy for All” movement and improve digital skills for soldiers, the Brigade identifies the human factor as the most important. First of all, it is necessary to change thinking and awareness to form habits for soldiers. The Brigade focuses on training, fostering, improving knowledge and practical skills in the digital environment; ensuring all necessary factors in terms of facilities, building a scientific implementation roadmap, creating conditions for all soldiers to be able to self-study, think independently and master digital skills in many different environments,” Colonel Nguyen Thanh Hai emphasized.

In fact, we learned that Brigade 132 has organized a thematic session on "Pioneer Party members learning digital skills" and promoted the "Popular digital education" movement. Deploying computer systems with Internet connection in all agencies and units, creating conditions for ministries and soldiers to study, exploit information and practice digital skills. Establishing digital skills learning groups led by young cadres with good digital skills and qualifications, and assigning cadres, employees and soldiers with good digital skills to mentor and support comrades with limited skills.
Major Le Van Viet, Deputy Chief of Staff of Brigade 132, Head of the Digital Skills Learning Team of the Brigade's agencies, said that based on the training content on digital transformation and "Digital Literacy" of the Corps and Brigade, the agency's Digital Skills Learning Team implemented learning with specific content and skills such as: Understanding and studying the Law on Cyber Security and resolutions, directives, and regulations on cyberspace, security, and responding to cyber security incidents; learning about computer management, exploitation, and use; effectively using the Ministry of National Defense 's document management software; specialized software; applying information technology to training tasks, ensuring communications, etc.
Major Phan Van Hieu, Battalion Commander of Battalion 15 (Brigade 132), Head of the Battalion 15 Digital Skills Learning Team, said that learning and improving digital skills is identified by the Party Committee and Battalion Command as a key task of the unit. Each officer, employee and soldier is required to clearly define their roles and responsibilities, proactively self-study, self-train and organize inspections and evaluate actual results.
In particular, the Battalion has effectively applied multiple-choice testing software on military computers and Internet computers to periodically and regularly test the knowledge of officers and soldiers, helping soldiers grasp, understand deeply, and apply well to practical tasks. Every day and every week, through meetings, the Battalion objectively evaluates and draws lessons from the advantages, limitations, and shortcomings in implementing the "Digital Literacy for All" movement, proposing more effective measures and methods, gradually building digital skills in all soldiers.
