In his opening speech, Mr. Ngo Quang Su, Director of the Department of Natural Resources and Environment of Binh Duong province, stated: Exactly 20 years ago, the Department of Natural Resources and Environment was established by merging the Department of Land Administration with organizations performing state management functions regarding water resources, minerals, and the environment under the Department of Agriculture and Rural Development, the Department of Industry, and the Department of Science , Technology and Environment. Throughout its 20-year journey of construction and development, the Department of Natural Resources and Environment has affirmed its important position and role in the process of innovation, integration, and development of Binh Duong province, as demonstrated by significant milestones.
Specifically, right from its establishment, the Department of Natural Resources and Environment of Binh Duong Province, in a short period of time, building upon and developing the rich traditions of its predecessors, has fostered a spirit of unity and cohesion, quickly streamlining its organizational structure in a rational, effective, and efficient manner to effectively perform its functions and duties as a multi-sectoral and multi-field management department, especially assisting the People's Committee of Binh Duong Province in the unified management of natural resources and environment within the province.
The Department of Natural Resources and Environment also focuses on advising the People's Committee of Binh Duong province to issue legal documents within its authority, especially long-term plans, regulations, and management guidelines on natural resources and the environment in the locality; advising on the issuance of guiding and directing documents to promptly resolve and overcome difficulties and obstacles in the management of the natural resources and environment sector; strengthening decentralization to localities; reforming administrative procedures, and reducing administrative procedures for people and businesses.
During a period when the country as a whole, and Binh Duong province in particular, faced difficulties due to the impact of the global financial crisis and economic recession, and in line with the policy of promoting economic development and creating additional impetus for investment, the Department of Natural Resources and Environment implemented policies, laws, and plans that contributed to making the natural resources and environment sector an important economic sector in the socio-economic development of Binh Duong province; focusing on environmental protection in conjunction with socio-economic development and integrating it into development plans, programs, and projects.
As the world enters a period of intensified response to humanity's greatest challenge of the 21st century—climate change, the restoration of natural ecosystems, and the implementation of Resolution No. 24-NQ/TW of the Central Committee of the Communist Party of Vietnam (11th term) on proactively responding to climate change, strengthening resource management and environmental protection, the Department of Natural Resources and Environment has also advised the Standing Committee of the Binh Duong Provincial Party Committee to issue an Action Program, and advised the Binh Duong Provincial People's Committee to issue a Plan to concretize the implementation of many programs, projects, plans, mechanisms, and policies on responding to climate change, managing resources, and protecting the environment.
This has created a solid legal basis for resource management and environmental protection at the local level; maximizing the mobilization of all resources to respond to climate change and protect resources and the environment. This has facilitated the implementation of Resolution 24-NQ/TW, leading to greater efficiency and effectiveness. After a 10-year review, the Binh Duong Department of Natural Resources and Environment has been honored to be one of several Departments of Natural Resources and Environment nationwide recognized, highly appreciated, and commended by the Ministry of Natural Resources and Environment for its achievements.
In recognition of the effective efforts and contributions in the management fields of the Binh Duong Department of Natural Resources and Environment, many collectives and individuals of the Department have been honored and proud to receive prestigious awards from the Party and the State, such as: Labor Medal, Certificate of Merit from the Prime Minister, Emulation Flag from the Government, Certificate of Merit from the Minister of Natural Resources and Environment, and Certificate of Merit from the Chairman of the People's Committee of Binh Duong Province.
The great achievements that the Department of Natural Resources and Environment has attained over the past 20 years are thanks to the close attention and guidance of the Provincial Party Committee and the People's Committee of Binh Duong province; the close coordination of departments, agencies, and localities; and the support and approval of organizations, people, and businesses. "Building on the spirit of the 20-year tradition, the Department of Natural Resources and Environment hopes that each civil servant, employee, and worker of the Department, in their respective positions, will demonstrate enthusiasm and contribute together with other sectors and levels to building a civilized, prosperous, and beautiful Binh Duong province in the future," emphasized Mr. Ngo Quang Su, Director of the Department of Natural Resources and Environment of Binh Duong.
Speaking at the ceremony, Mr. Mai Hung Dung, Standing Vice Chairman of the People's Committee of Binh Duong province, stated: Over the past years, the Department of Natural Resources and Environment of Binh Duong has made many important contributions to the socio-economic development of Binh Duong province. Over 20 years of construction and development, the Department's management of natural resources and the environment in the province has been affected by many factors. In the context of Binh Duong being a province with high economic growth, dynamic industrial development, a thriving investment and business environment, and a rapidly increasing population due to migration, the locality has faced pressure in addressing issues related to resource management, environmental protection, and climate change adaptation.
In light of this situation, the organizational structure of the Department of Natural Resources and Environment has been continuously strengthened and streamlined towards rationality, effectiveness, and efficiency in order to effectively perform the functions and tasks of a multi-sectoral and multi-field management department; assisting the People's Committee of Binh Duong province in organizing the preparation, approval, and adjustment of plans and schemes for the efficient use of natural resources; while focusing on administrative reform, digital transformation, and building a people-friendly government. Simultaneously, the exploitation and use of resources are also linked to environmental protection, biodiversity conservation, and proactive response to the impacts of climate change.
The organization of the 20th anniversary celebration of the Department of Natural Resources and Environment is of great significance, serving as a milestone to reflect on the journey so far, the achievements and shortcomings, in order to continue learning from experience and moving forward steadily. In the coming time, to continue building upon the achievements of the Department of Natural Resources and Environment and meeting the requirements of managing the natural resources and environment sector, contributing to the overall socio-economic development of Binh Duong province, Mr. Mai Hung Dung - Standing Vice Chairman of the People's Committee of Binh Duong province - suggested that the Department of Natural Resources and Environment should focus on implementing several key tasks.
Accordingly, the Department of Natural Resources and Environment of Binh Duong Province focuses on building institutions to resolve difficulties and obstacles in the management of the natural resources and environment sector, ensuring effectiveness and efficiency; researching and advising on specific mechanisms and policies suitable to the characteristics of Binh Duong province; and at the same time, focusing on effectively implementing the Land Law, the Environmental Protection Law, and other specialized laws to ensure they are consistent with the requirements of transforming the growth model and ensuring socio-economic development goes hand in hand with environmental protection.
In addition, the Department of Natural Resources and Environment of Binh Duong Province focuses on improving the efficiency of natural resource utilization; proactively advising the Provincial People's Committee on the organization, approval, and adjustment of plans and strategies for the efficient use of natural resources. Alongside resource exploitation and utilization, it must be linked to environmental protection and biodiversity conservation; and proactively responding to the impacts of climate change.
In particular, the Department of Natural Resources and Environment of Binh Duong Province continues to promote digital transformation, improve the database, protect natural resources and environmental data in cyberspace, and continuously update it with the participation and contributions of organizations, individuals, and the community; ensuring the provision and sharing of data for the implementation of public services for citizens and businesses, as a foundation for the development of digital government, digital economy, digital society, and smart cities.
On this occasion, on behalf of the leaders of the Provincial Party Committee and the People's Committee of Binh Duong province, Mr. Mai Hung Dung - Standing Vice Chairman of the People's Committee of the province - congratulated and expressed his confidence that in the coming time, the Department of Natural Resources and Environment of Binh Duong province and the entire natural resources and environment sector will effectively perform their functions and tasks as prescribed, thereby making positive and effective contributions to the socio-economic development process, aiming towards the sustainable development goals of Binh Duong province.
