Comrade Le Trong Yen, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Lam Dong Provincial People's Committee, presided over the meeting at the provincial venue.
According to a report from the Department of Agriculture and Environment, as of September 15, 2025, the Department had received 24,280 applications in person, 19,641 online, and 4,639 applications via postal service. Of these, 13,344 applications have been processed; 10,935 applications are currently being processed.
To date, the handling of administrative procedures related to land in Lam Dong province still faces difficulties and lacks uniformity in the process. Despite decentralization, the process of handling applications is not truly interconnected and smooth. Applications may get stuck at intermediate stages due to a lack of close coordination between the commune-level People's Committees and the regional branches of the Land Registration Office.

In addition, citizens are still hesitant and unfamiliar with using online public services and the VNeID application. Furthermore, although the coordination mechanism has improved, there are still some unclear points in determining financial obligations, slowing down the processing of applications.
Regarding the construction of the land database, many difficulties and obstacles remain. Therefore, the project's implementation, which was projected to be completed by December 2025, is highly unlikely to be finished on schedule.

Regarding the implementation of Plan 515/KH – BCA – BNN&MT, dated August 31, 2025, of the Ministry of Public Security and the Ministry of Agriculture and Environment, departments, agencies, and localities are accelerating the review, supervision, and coordination of the 90-day campaign to enrich and clean up the national land database in the province.

Speaking at the meeting, Comrade Le Trong Yen, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Lam Dong Provincial People's Committee, emphasized that to ensure the synchronization and connectivity of population and land data according to Plan 515/KH – BCA – BNN&MT, relevant departments, agencies, and localities need to seriously implement the plan.
We have 71 days left to implement Plan 515. Therefore, departments and agencies need to clearly define their functions and responsibilities to decisively carry out the 90-day campaign to enrich and clean up the national land database. This is a task that must be urgently implemented without delay to be completed by November 30, 2025.

The Vice Chairman requested that the Department of Agriculture and Environment coordinate with the Provincial Police to carry out the data cleaning steps as required. Departments and agencies need to actively monitor, guide, and resolve difficulties and obstacles for the People's Committees of communes in the process of issuing land and housing certificates, and identity cards/citizen identification cards for land users whose land has not yet been included in the land database.
