Lam Dong province reviews land funds for social housing development.

The People's Committee of Lam Dong province has instructed the Department of Construction to urgently take the lead and coordinate with the Department of Planning and Investment, the Department of Natural Resources and Environment, the Department of Finance, and the People's Committee of Da Lat city to review land funds for social housing development in Da Lat city (where locations, land funds, and lists of social housing development projects have been identified according to the roadmap and plan of the Provincial People's Committee) to specifically assess difficulties and obstacles and propose solutions (land procedures, investment and construction, land clearance, attracting and selecting investors, etc.) in detail to ensure that social housing construction is carried out on schedule and achieves the targets set in the plan (at least one project to be started in Da Lat city in 2024).

The Department of Construction, along with the aforementioned agencies, is urgently urging and requiring investors of commercial housing projects and urban areas to implement the construction of social housing on the 20% land allocation of these projects in Da Lat city according to the approved schedule. If the investor fails to comply, a proposal should be submitted to the Provincial People's Committee to reclaim the 20% land allocation and select other investors to carry out the project.

The Provincial People's Committee requests the Da Lat City People's Committee to organize the preparation and submission for approval (or approval of adjustments) of all levels of planning (general planning, zoning planning, detailed planning) in order to organize bidding to select investors for social housing projects in accordance with regulations.

The People's Committee of Lam Dong province acknowledges that, in recent times, the development of social housing in the locality has still faced some difficulties and obstacles regarding planning, land allocation, capital sources, and delays in implementing related documents and procedures (land, construction investment, investor selection, etc.).

Recently, the Lam Dong Provincial National Assembly Delegation requested the Lam Dong Provincial People's Committee to clarify the results of investment in the construction of social housing for direct production workers with income from wages and salaries who are not subject to personal income tax according to the law on personal income tax, working in enterprises inside and outside industrial zones.

In particular, the Lam Dong Provincial National Assembly Delegation requested specific figures for the number of low-income individuals in Da Lat city and those resettled from the three completed social housing projects.

The delegation of National Assembly representatives from Lam Dong province also requested that Lam Dong province clarify the conformity of social housing construction investment projects with the approved construction planning, programs, and housing development plans…

According to the assessment of the Lam Dong Provincial National Assembly Delegation, the real estate supply in the province mainly consists of land plots with already developed infrastructure, lacking affordable commercial housing and social housing for low-income urban residents.
