Lam Dong province implements a roadmap for the distribution and use of E10 bioethanol fuel.

Lam Dong province is urgently preparing the necessary conditions to officially switch to selling E10 gasoline from June 1st, as directed by the Government and the Ministry of Industry and Trade.

Synchronized transition, ensuring no disruption to the supply chain.

On the afternoon of May 25th, the Department of Industry and Trade of Lam Dong province organized a conference to implement the roadmap for the distribution and use of E10 bioethanol fuel in the province. The conference took place amidst the province's urgent efforts to complete infrastructure, technical aspects, and organizational plans to transition to E10 fuel sales by the stipulated timeframe.

Attending the conference were Mr. Nguyen Ba Ut, Director of the Department of Industry and Trade of Lam Dong province; Mr. Vu Van Hung, Acting Director of Petrolimex Lam Dong; representatives from relevant departments and agencies, as well as key traders, distributors, transportation companies, and retail gasoline stations in the province.

In his opening remarks, Mr. Nguyen Van Khanh, Deputy Director of the Department of Industry and Trade of Lam Dong province, stated that implementing the roadmap for the distribution and use of E10 bioethanol is an important task, aiming to concretize Circular No. 50/2025/TT-BCT dated November 7, 2025, of the Minister of Industry and Trade on the process and roadmap for applying the blending ratio of biofuels with traditional fuels in Vietnam.

According to Mr. Khanh, the province currently has 872 retail gasoline stations, supplied by 94 wholesale and distribution traders nationwide. In addition, there is a system of 5 fuel depots with a total capacity of approximately 53,250 m3. The fuel supply infrastructure in the province basically meets the requirements for storage, circulation, and serving the production, business, and consumption needs of the people, creating a favorable foundation for the deployment of E10 bioethanol fuel according to the roadmap.

With climate change becoming increasingly complex and the need to reduce greenhouse gas emissions becoming more urgent, coupled with the unpredictable global situation, the deployment of E10 bioethanol is identified as a strategically important solution. E10 not only contributes to reducing emissions and improving air quality, but also helps diversify fuel sources, reduce dependence on fossil fuels, and thus contribute to ensuring national energy security.

Speaking at the conference, Mr. Nguyen Ba Ut, Director of the Department of Industry and Trade of Lam Dong province, emphasized that the implementation of E10 bioethanol is not only a requirement to comply with the roadmap, but also a responsibility of businesses towards the community, the environment, and sustainable development goals.

The Director of the Department of Industry and Trade requested that key traders, distributors, transportation companies, and retail store systems proactively invest in and improve technical infrastructure; strictly implement tank cleaning, pump inspection, and ensure sufficient supply and quality of E10 gasoline as regulated.

Retail outlets must complete the conversion and begin selling E10 gasoline by June 1, 2026. The conversion process must be carried out scientifically and synchronously, without disrupting the supply chain. Any hesitation, delay, or superficial implementation will not be accepted.

For state-owned enterprises and those holding large market shares such as Petrolimex and PVOIL, the Department of Industry and Trade leadership requested them to clearly demonstrate their pioneering and leading role in the market. These units must urgently complete the infrastructure conversion at all their affiliated retail outlets, ensuring a stable and continuous supply of E10 gasoline, preventing shortages or market disruptions.

In addition, businesses must strictly control the quality of E10 gasoline from the receiving and storage stages to retail sales; proactively coordinate with relevant agencies and local authorities in disseminating information and guiding people to use the correct type of fuel.

The Department of Industry and Trade plays a coordinating role throughout the process.

Addressing concerns from some citizens about the impact of E10 bioethanol on vehicle engines, Mr. Nguyen Ba Ut affirmed that these concerns are unfounded scientifically. Numerous studies and tests, both domestic and international, including independent tests by the Center for Research on Power Sources and Autonomous Vehicles (Hanoi University of Science and Technology), have proven that E10 bioethanol fully meets the requirements for performance and safety, and does not affect engine durability.

According to assessments, consumer hesitation mainly stems from a lack of accurate information and consistent media coverage. Therefore, the Director of the Department of Industry and Trade suggested that management agencies, local authorities, and the press strengthen communication efforts, using scientifically verified conclusions to promptly refute misinformation and create social consensus during the transition process.

In addition, the Director of the Department of Industry and Trade of Lam Dong province stated that the Department will play the role of the central coordinating agency throughout the implementation process, from providing technical guidance and monitoring progress to compiling and advising on the handling of difficulties and obstacles that arise.

Market management forces will intensify inspections and supervision, and resolutely handle violations such as trading in goods not in accordance with the planned schedule, hoarding causing shortages, arbitrarily stopping sales, lack of transparency regarding prices and types of petroleum products, or other violations of the law.

The deployment of E10 bioethanol is a major transition process that directly impacts businesses and the people. The requirement is to do it thoroughly, genuinely, and responsibly, without allowing any skepticism to arise in society. The Department of Industry and Trade is committed to accompanying and supporting businesses within the framework of regulations, while also being resolute in state management to ensure that the distribution and use of E10 bioethanol in the province is implemented smoothly, effectively, and sustainably, ” Mr. Nguyen Ba Ut emphasized.

At the conference, numerous opinions and presentations were given by businesses involved in the trading, transportation, and retail of petroleum products, focusing on clarifying the difficulties and obstacles encountered in the preparation and implementation of the E10 biofuel roadmap. The main concerns concerned the quality of E10 fuel, technical infrastructure requirements, investment costs for tanks and transportation vehicles, fuel storage, and consumer habits during the initial implementation phase.

Based on that, representatives from relevant departments and agencies directly exchanged information, answered questions, and clarified each issue, providing specific details on the legal basis, technical requirements, and responsibilities of units in the supply chain. This contributed to resolving obstacles and creating consensus and agreement in the process of deploying E10 biofuel in the province.

According to Mr. Nguyen Doanh Dien, Deputy Head of the Market Management Department of Lam Dong province, in 2025 and the first few months of 2026, the Market Management force inspected 32 petroleum businesses and handled 2 businesses that violated regulations. The inspection and handling work was carried out promptly, contributing to market stability and protecting consumer rights. At the same time, the authorities also intensified propaganda and guidance for businesses to maintain full business conditions and improve their awareness of legal compliance.
