1. Where can I go to have my vehicle registration certificate and license plates revoked ?
(i) Traffic Police Department
The Traffic Police Department has revoked the vehicle registration certificate and license plates of:
- Vehicles belonging to the Ministry of Public Security ;
- Motor vehicles of agencies and organizations as specified in Appendix No. 01 issued with Circular 24/2023/TT-BCA;
- Vehicles belonging to diplomatic missions, representative offices of international organizations in Vietnam, and vehicles of foreigners working in those agencies.
(ii) Traffic Police Department
The Traffic Police Department revokes the vehicle registration certificate and license plates of the following types of vehicles (except for the types of vehicles in (i)):
- Motor vehicles, tractors, trailers, semi-trailers, and other vehicles with a similar structure to motor vehicles (hereinafter collectively referred to as motor vehicles) owned by organizations or individuals with headquarters or residences in districts and cities under centrally-governed cities; cities, counties, and towns under provinces where the Traffic Police Department is located;
- Motor vehicles registered with license plates obtained through auction; first-time registration of vehicles confiscated in accordance with the law; and motorcycles with a cylinder capacity of 175 cm3 or more owned by organizations or individuals in the locality;
- Motor vehicles; motorcycles, motorbikes (including electric motorbikes) and other vehicles with a similar structure to motorcycles (hereinafter collectively referred to as motorcycles) belonging to foreign organizations and individuals, including consular offices in the locality.
(iii) District-level police
The police of districts, towns, and cities under the provincial and centrally-administered cities (hereinafter referred to as district-level police) register the following types of vehicles: automobiles; motorcycles of domestic organizations and individuals with headquarters or residences in the locality (except for the types of vehicles in (i), (ii), (iv)).
(iv) Commune-level police
The commune, ward, or town police (hereinafter referred to as commune-level police) carry out vehicle registration (except for cases (i) and (ii)) as follows:
- The commune-level police of districts and towns under centrally-governed cities register motorcycles belonging to domestic organizations and individuals with headquarters or residences in the locality;
- Commune-level police in districts, towns, and cities within provinces (excluding commune-level police where the Traffic Police Department, district, town, or city police are located) with a new vehicle registration volume of 150 vehicles/year or more (average over the last 3 years) are responsible for registering motorcycles of domestic organizations and individuals with headquarters or residences in the locality.
For specific areas, based on the actual situation regarding the number of registered vehicles, the nature of the area, and geographical distance, the Director of the Provincial Police Department, in coordination with the Traffic Police Department, shall decide on the vehicle registration organization as follows:
- For communes with fewer than 150 newly registered motorcycles per year, the commune-level police will directly register the vehicles, or the registration will be organized in clusters by the district, town, or city police, or by commune-level police that have been delegated the authority to register vehicles;
- For communes where the number of vehicles exceeds the registration capacity of the commune-level police, in addition to the commune-level police directly registering vehicles, the district, town, or city police, or the police of adjacent communes that have been delegated vehicle registration authority, may assist in organizing vehicle registration in clusters for domestic organizations and individuals with headquarters or residences in the area.

2. When is it necessary to go through the procedure to revoke vehicle registration and license plates ?
According to Clause 1, Article 13 of Circular 24/2023/TT-BCA, when transferring vehicle ownership or moving the headquarters or residence from one province or centrally-governed city to another (hereinafter referred to as original owner relocation), the vehicle owner must complete the revocation procedure at the agency currently managing the vehicle's records.
