On the morning of May 29th, the first Congress of Delegates of the Vietnam Red Cross Society of Ho Chi Minh City, for the term 2026-2031, held its official session.

Attending the congress, on behalf of the Central Committee were: Ms. Do Thi Thu Thao, President of the Vietnam Red Cross Society ; and on behalf of Ho Chi Minh City, comrades Le Quoc Phong, Member of the Central Committee of the Party, Standing Deputy Secretary of the Ho Chi Minh City Party Committee; Nguyen Thi Tuyet Minh, Deputy Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee; Tran Thi Dieu Thuy, Deputy Head of the Ho Chi Minh City National Assembly Delegation; along with 257 delegates.

Spreading new standards in humanitarian work.

In his opening remarks, the Chairman of the Vietnam Red Cross Society of Ho Chi Minh City, Nguyen Minh Nhut, informed that the 2022-2026 term took place in a particularly difficult context. The Covid-19 pandemic left many severe consequences; natural disasters, climate change, epidemics, and socio-economic fluctuations have profoundly impacted the lives of millions of people. In this situation, the staff, members, and volunteers of the City's Red Cross Society have always been present in the most difficult areas, sharing with the most vulnerable.

These are journeys filled with compassion reaching the poor, "Humanitarian Markets," "Zero-Cost Markets," "Charity Kitchens," Red Cross houses, blood donations... The total value of humanitarian activities reached over 2,708 billion VND.

For the 2026-2031 term, with the motto "Compassion - Modernity - Professionalism - Spreading the Word," the Vietnam Red Cross Society of Ho Chi Minh City has identified 6 specific target groups and 3 breakthrough areas.

In her opening remarks, the President of the Vietnam Red Cross Society, Do Thi Thu Thao, stated that the First Congress of the Ho Chi Minh City Red Cross Society, for the term 2026-2031, is a model congress of significant importance, marking the beginning of a new term for the Vietnam Red Cross system.

Comrade Do Thi Thu Thao acknowledged and highly appreciated the outstanding results achieved by the Vietnam Red Cross Society of Ho Chi Minh City during the past term. In particular, she noted the many innovative and practical humanitarian models that have had a profound and widespread impact on the community.

"The image of the Ho Chi Minh City Red Cross officials, members, and volunteers has become a vivid symbol of compassion – always present in the most difficult places, with the most challenging tasks, and at the most urgent times in society," assessed Comrade Do Thi Thu Thao.

Comrade Do Thi Thu Thao emphasized that Ho Chi Minh City is the engine of development, a major center for economy, innovation, and international integration, playing a leading and influential role in the development of the entire country. This places very high demands on humanitarian work in the new era, not only focusing on social welfare, but also contributing to the creation of a developed city that is civilized, humane, modern, and people-centered.

The President of the Vietnam Red Cross Central Committee requested that humanitarian work in the new phase must shift strongly towards: being one step ahead - going deeper - faster - and more sustainable.

Convergence , dissemination, and continuation of positive human values.

In his address to the congress, the Standing Deputy Secretary of the Ho Chi Minh City Party Committee, Le Quoc Phong, emphasized that the congress is taking place in the context of Ho Chi Minh City entering a new phase of development with very high demands on the quality of growth and the quality of life for its people. This requires the Ho Chi Minh City branch of the Vietnam Red Cross to continue to promote its role as a humanitarian social organization, affirming its core role as a reliable bridge, a place of convergence, dissemination, and continuation of good humanitarian values.

The comrade suggested that all levels of the association continue to implement the conclusions and directives of the Central Committee and Ho Chi Minh City regarding the organization and operation of mass organizations assigned tasks by the Party and the State. Focus on improving propaganda and mobilization efforts, and strongly spreading humanitarian and social charity activities. Through each movement and program of the association, the community of compassion must expand and develop rapidly within each agency, organization, and community.

The comrade also requested strengthened close coordination among agencies, units, localities, and political and social organizations to create a humanitarian and charitable movement capable of having a long-lasting and profound impact, contributing to building Ho Chi Minh City as a compassionate and humane city. The Association should focus on organizing the campaign "Each organization, each individual is linked to a humanitarian cause," so that people in difficult circumstances, the vulnerable, and the disadvantaged in society can receive timely assistance when needed.

The comrade emphasized that the Politburo has just issued Resolution 09 on building and developing Ho Chi Minh City in the new era. One of the tasks assigned to Ho Chi Minh City is to build and shape the city's human values, in which the values ​​of solidarity and compassion are emphasized. The comrade hoped that the Vietnam Red Cross Society of Ho Chi Minh City would become one of the leading forces, making an important contribution to consolidating, developing, and spreading the city's fine traditions.

The Congress announced and launched the first Executive Committee of the Vietnam Red Cross Society of Ho Chi Minh City for the term 2026-2031, consisting of 59 members; the Standing Committee consists of 19 members. Mr. Nguyen Minh Nhut was re-elected to continue serving as President of the Vietnam Red Cross Society of Ho Chi Minh City.

At the congress, Comrade Le Quoc Phong was honored to be invited to serve as Honorary President of the Vietnam Red Cross Society of Ho Chi Minh City for the term 2026-2031.

The Congress also elected a delegation of 20 official members to attend the 12th National Congress of the Vietnam Red Cross Society, for the term 2026-2031.

At the congress, the Standing Deputy Secretary of the Ho Chi Minh City Party Committee, Le Quoc Phong, presented a Certificate of Merit from the Prime Minister to one individual. On this occasion, the Ho Chi Minh City Committee of the Vietnam Fatherland Front also awarded Certificates of Merit to two collectives and three individuals for their outstanding achievements during the 2021-2026 term.

Some key targets for the 2026-2031 term:

- Strive to ensure that at least 90% of commune-level Red Cross branches successfully complete their tasks or better each year.

- The total value of humanitarian activities across the city reached 3,000 billion VND/5 years.

- To assist at least 7 million people throughout the term.

- Provide support to at least 12,000 poor and disabled children.

- Manage and assist at least 5,000 humanitarian addresses.

- 100% of grassroots officials have received training in disaster prevention and response skills and in searching for missing relatives.

- Develop 2-3 permanent or semi-permanent blood donation points.

- 100% of blood donation centers have implemented digital transformation in mobilization and collection.

- The percentage of the population participating in blood donation is over 2.5%.

- Encourage at least 1,000 people to register to donate tissues and organs.
