Examples of land donation
We met Mr. Truong Van Minh (71 years old) in My Long village, An Dan commune, Tuy An district when he was reinforcing a small field, getting water to prepare for the new rice crop. This is the remaining part of the field after his family donated more than 455m2 of land to the State to build a concrete road connecting An Dan commune to Xuan Son Nam commune, Dong Xuan district. His family's land is located right at the beginning of the route, and "encompasses" the two ends of the horizontal drainage culvert of the road. Therefore, in addition to the land recovered for road construction, almost the entire remaining land area of this field is also affected to some extent when the rainy season comes... However, he did not obstruct or cause difficulties. He even proactively mobilized people in the village to support the donation of land to create conditions for the local government to soon complete the concrete road.
Mr. Minh said: My family's rice field is more than 800 square meters wide; each year we harvest about 40-50 bags of rice, enough for the whole family. When the State had a policy to reclaim land to build a concrete road, I immediately agreed. My family's land is right at the beginning of the route, and it has the most affected area, so when I voluntarily donated land, everyone happily followed. The State invested money to build the road, our people are the ones who benefit; people's travel and business will be easier and more convenient. Therefore, I encouraged everyone to sacrifice a little, suffer a little, for the common development of the whole village, commune, and community, so the whole village agreed and supported the policy of donating land to build the road.
In An Linh commune, Mr. Tran Ngoi's family also voluntarily donated more than 1,020 square meters of production forest land when the local government mobilized people to donate land for the project of Upgrading and expanding the traffic route connecting An Linh - An Hiep commune, Phong Lanh - Phu Xuan section. Mr. Tran Ngoi's family has the largest affected land area among the 22 households whose land was recovered to build this route.
Mr. Ngoi said: The traffic route connecting An Linh - An Hiep commune, Phong Lanh - Phu Xuan section, passes through the middle of my family's land where eucalyptus trees have been planted for more than 3 years. Before, this place was just a small dirt road, opened by the people themselves to go to the fields to work. Every time they needed to harvest eucalyptus and acacia, they had to rent small trucks or big trucks to go to the fields to transfer them. Each harvest took a lot of time and the transportation costs increased quite a bit. Therefore, when the State had a policy to invest in and expand this road, the affected households voluntarily cut down trees and gave up their land. Now, looking at the nearly 6m wide concrete road, spacious, bright and beautiful, with trucks running smoothly, everyone is happy and excited.

Promote the power of consensus and solidarity
According to Tuy An District People's Committee, at the end of 2024, the district will implement 2 projects: Upgrading and expanding the traffic route from Cay Duoi - Da Do intersection, My Long village, An Dan commune and Upgrading and expanding the traffic route connecting An Linh - An Hiep commune, Phong Lanh - Phu Xuan section.
In particular, the project to upgrade and expand the traffic route from Cay Duoi - Da Do intersection, My Long village, An Dan commune has a length of more than 1km; the roadbed width is 5.5m; the total investment is over 5.2 billion VND. The project affects the production land of 24 households, with a total area of 2,261m 2 , most of which is the production forest land of the people. The project to upgrade and expand the traffic route connecting An Linh - An Hiep commune, Phong Lanh - Phu Xuan section has a total length of more than 1.5km; the roadbed width is 5m; the total investment is over 5.7 billion VND. The project affects the production land of 22 households, with a total area of 5,250m 2 . After nearly half a year of implementation, both of the above routes were completed and put into use, creating many conveniences for the travel of local people as well as the socio-economic development, security and defense of the district.
To acknowledge the contributions of households in donating land for road construction, the Chairman of Tuy An District People's Committee sent a letter of thanks to 46 households participating in donating land for road construction; in which, certificates of merit were awarded to 8 households that donated large areas of land and were proactive in land donation. The organization of rewards and commendations for households aims to acknowledge the contributions of the people, at the same time contributing to spreading and replicating positive actions, the spirit of solidarity, joining hands, and working together to build the homeland.
According to Tuy An District People's Committee, due to the limited investment budget, before implementing these two routes, the district organized a meeting to collect opinions from the people, especially households whose land was affected. When receiving high consensus from the people, the locality began to define, mark and implement the initial steps of the road investment. For households with trees and crops on the recovered land, the locality supported a part of the budget. After receiving consensus from all the people, the project was implemented very quickly, ensuring quality and committed time.
Mr. Huynh Gia Hoang, Chairman of Tuy An District People's Committee, said: For the implementation of construction investment projects, site clearance always plays a particularly important role. Therefore, the locality always focuses on propaganda and mobilization work to be implemented first. In particular, for the 2 investment projects, upgrading inter-commune and inter-district concrete roads, due to limited budget resources, there is no funding for compensation and site clearance, so the locality organized meetings and collected opinions from the people before implementing the project. Thanks to the absolute consensus and support of the people, the projects were implemented very quickly, smoothly and on schedule.
Chairman of Tuy An District People's Committee Huynh Gia Hoang added: Tuy An is implementing many key projects and works to complete the province's transport infrastructure system; most of which require site clearance. Therefore, the locality continues to replicate the above model, encouraging people to promote the spirit of the State and the People working together, creating high consensus in site clearance work to speed up the progress of implementation and construction of projects and works in the district in the coming time.
