Listen and promptly resolve voters' opinions and recommendations

Overview of the 31st Session, 18th Provincial People's Council, term 2021-2026.

In order to grasp the legitimate thoughts and aspirations of voters and the people, in recent times, the Provincial People's Council has always attached importance to the work of meeting voters. In particular, in order to promptly grasp the opinions and recommendations of voters, the Standing Committee of the Provincial People's Council has directed the delegations to regularly coordinate with the Fatherland Front Committees at the same level, Party committees and local authorities to develop plans and organize meetings with voters in the direction of expanding the composition and subjects, so that voters can express their recommendations and aspirations right at the grassroots level. After synthesizing the opinions and recommendations of voters, the Standing Committee of the Provincial People's Council closely coordinates with the Provincial People's Committee in classifying, resolving and responding to voters.

Along with that, the Standing Committee of the Provincial People's Council and the Provincial People's Council committees have strengthened supervision, especially thematic supervision related to the areas of interest to voters. At the same time, proactively coordinate with the Provincial People's Committee to monitor, urge and supervise the handling of voters' recommendations by competent agencies, departments, branches and organizations to ensure that they are received, considered, resolved and responded to according to regulations. In particular, many opinions and recommendations related to capital construction investment, site clearance compensation, mechanisms and policies... have been thoroughly resolved, removing difficulties and concerns, meeting the expectations of voters and the people.

For example, according to the feedback and recommendations of voters of Tong Son commune, the Provincial People's Committee requested the Provincial People's Committee to direct the Department of Construction to survey and install speed limit warning signs on Provincial Road 522B from Km13 to Km14 + 500 to ensure traffic safety. Based on the voters' recommendations, the Provincial People's Committee directed the Department of Construction to coordinate with relevant units to agree on a plan to install additional road signs to ensure traffic safety on the route. To date, the road management unit has completed the installation of additional signs on the above-mentioned route.

Or voters of Cam Tu commune requested the Provincial People's Committee to direct relevant agencies to inspect and plan to repair provincial road 523E in area H4 of Giang Son village, Cam Tu commune. In response to voters' opinions, the Department of Construction has increased regular maintenance work, ensured traffic on the route and arranged funds for periodic repairs. Currently, the Department of Construction is implementing repairs of sections Km2+600-Km2+800, Km5+100-Km7+200, Km8+600-Km9+500 with a total investment of 9.5 billion VND; construction is expected to start in the second quarter of 2025 and be completed in the fourth quarter of 2025.

Voters of the old Sam Son City requested the Provincial People's Committee to direct Song Chu One Member Co., Ltd. to have a plan to renovate and solidify the 435 canal to meet irrigation needs for agricultural production. Accordingly, on December 11, 2024, the Provincial People's Committee issued Official Dispatch No. 18396/UBND-KTTC on supporting funding to repair and ensure the safety of irrigation works in the province; in which, it agreed on the necessity of supporting funding for the 435 canal and assigned the Department of Finance to preside over, based on principles, criteria, priority order and budget balance capacity, report to competent authorities for consideration and decision to support funding to repair and remediate works when there are conditions on capital sources according to regulations. On December 14, 2024, the Provincial People's Council issued Resolution No. 611/NQ-HDND on the State budget revenue estimate in the area and local budget expenditure in 2025, Thanh Hoa province; in which, the Provincial People's Council decided to assign the State budget estimate in 2025 to Song Chu One Member Co., Ltd. 4.5 billion VND to invest in the construction of the 435 canal project.

Thanks to the good handling of voters' petitions, practical issues arising at the grassroots level have been promptly resolved, and voters' concerns and questions about the Party's policies and the State's laws have been specifically explained. This result has contributed to improving the effectiveness and efficiency of State management as well as protecting the legitimate rights and interests of citizens, promoting socio-economic development, maintaining political security and social order and safety in the province.
