On the occasion of General Secretary To Lam being elected President by the National Assembly and Comrade Le Minh Hung being elected Prime Minister, today (April 8th), leaders of many countries and political parties continued to send telegrams, letters, and messages of congratulations.
First Secretary of the Central Committee of the Communist Party of Cuba and President of Cuba, Miguel Diaz Canel, congratulated General Secretary To Lam on his election as President of Vietnam and reaffirmed his firm will and commitment to further promote the special friendship, solidarity, and cooperation between the two countries.
General Secretary and Chairman of the State Council of North Korea, Kim Jong Un, emphasized that Comrade To Lam's assumption of the position of President of Vietnam reflects the great trust and expectations of the entire Party and people of Vietnam in him – a leader who has successfully led the country's development into a prosperous nation and improved the people's lives. General Secretary and Chairman of the State Council Kim Jong Un expressed his confidence that, based on the agreement reached between the high-level leaders of the two countries in October 2025 in Pyongyang, the traditional friendship and cooperation between the two Parties and States will continue to be strengthened and developed in accordance with the aspirations of the people of both countries.
On behalf of the U.S. Government, Secretary of State Marco Rubio sent a congratulatory message to General Secretary and President To Lam and Prime Minister Le Minh Hung. In the message, Secretary Rubio stated that the United States highly values its comprehensive strategic partnership with Vietnam, built over three decades of enduring friendship, mutual respect, and shared interests; appreciates Vietnam's close cooperation in promoting economic prosperity, expanding people-to-people exchanges, and jointly striving to promote peace and stability in a free and open Indo-Pacific region; and looks forward to working closely with General Secretary and President To Lam, Prime Minister Le Minh Hung, and with Vietnam to promote peace and prosperity for the people of both countries while continuing to make both nations safer, stronger, and more prosperous.
Belarusian President Alexander Lukashenko expressed his confidence that under the leadership of Comrade To Lam, Vietnam will steadily advance on the path of development; emphasizing that the strategic partnership helps to expand Vietnam-Belarus cooperation qualitatively, and one of the concrete results achieved in recent times is the application of a visa exemption regime and the inauguration of direct flights between the two countries.
President Aleksandr Lukashenko affirmed that Belarus wishes to strengthen traditional friendly relations and multifaceted cooperation with Vietnam for the benefit of the people of both countries.
Olga Chemodanova, Chairwoman of the White Russian Party, expressed her respect for the unanimous election of General Secretary To Lam to the position of President of Vietnam by the National Assembly, affirming that this is proof that the Vietnamese people highly appreciate the political prestige and contributions of Comrade To Lam to the Fatherland; she emphasized that the White Russian Party highly values the friendly relations between the two Parties and the people of the two countries, which are built on the basis of mutual respect and shared values.
First Secretary of the Central Committee of the Communist Party of Belarus, Sergei Syrankov, emphasized that the election of Comrade To Lam as President of Vietnam demonstrates the deep recognition and trust of the Vietnamese people for his immense contributions to the defense of the Fatherland and the building of a prosperous socialist society; affirmed that members of the Communist Party of Belarus highly appreciate the friendship and fraternal solidarity between the two Parties and the people of the two countries; and expressed appreciation for the two Parties sharing common views on world order and loyalty to the ideal of social justice.
President of Kazakhstan Kassym-Jomart Tokayev congratulated General Secretary To Lam on his election as President of Vietnam, affirming that the voting results reflect the Vietnamese people's confidence in Mr. To Lam's plans to promote political and economic prosperity, as well as enhance Vietnam's position in the international arena; emphasizing that Vietnam is one of Kazakhstan's leading important partners in the Asian region and expressing confidence that through joint efforts, the Vietnam-Kazakhstan Strategic Partnership will continue to be strengthened and developed for the benefit of the people of both countries.
Mongolian President Ukhnaa Khurelsukh emphasized that under the wise leadership and foresight of General Secretary and President To Lam, the fraternal country of Vietnam is developing strongly, becoming a leading economic growth engine in the region; Vietnam's prestige and position are increasingly enhanced on the international stage. The Mongolian President expressed his readiness to cooperate closely with General Secretary and President To Lam to further promote the Mongolia-Vietnam Comprehensive Partnership in all fields, for the common benefit of the people of both countries, contributing to peace, stability, cooperation and development in the region and the world.
On this occasion, Palestinian President Mahmoud Abbas, Nicaraguan President Daniel Ortega Saavedra, and co-President Rosario Murillo sent congratulatory letters to General Secretary and President To Lam.
* Central Committee member, Deputy Prime Minister, and Minister of Foreign Affairs of Laos Thongsavan Phomvihane, and Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of Cambodia Prak Sokhonn sent congratulatory messages and letters to Politburo member and Minister of Foreign Affairs Le Hoai Trung on his re-appointment as Minister of Foreign Affairs.
