On August 17, speaking to reporters, Mr. Nguyen Van Nguyen - Director of the Department of Education and Training of Ca Mau province, said that the department has issued a document guiding schools to comply with legal regulations on revenue and expenditure; revenue and expenditure not included in the regulations cannot be implemented. In the process of implementing the profession, accountants must perform correctly and completely.

According to Mr. Nguyen, the case of Mr. Tran Van Tam - former Principal of Tam Giang Tay Secondary School (Tan An Commune, Ca Mau Province) - is a lesson in the management and operation of principals.

"From a management perspective, I have asked school principals and officials in the education sector to strictly comply with the law. As a personal perspective, I share and sympathize with Mr. Tam.

The industry encourages teachers to be creative and increase the production of teaching aids when school conditions are difficult, but payment procedures must comply with legal regulations to avoid falling into a situation like Mr. Tam's," Mr. Nguyen shared.

In the same position of leadership, management and operation of school activities, the principal of a secondary school in An Giang province said he was very concerned about the unfortunate incident of his colleague in Ca Mau.

"From the perspective of a colleague, I was truly relieved to hear that Mr. Tran Van Tam was released on bail after being sentenced to 7 years in prison at first instance. Although there are still many different perspectives on the matter, I believe that in the journey of spreading knowledge, no teacher wants to be entangled in the law."

According to the principal, Mr. Tam is a teacher who has devoted his efforts to students and the education sector. Granting him bail not only demonstrates the humanity of the law, but also opens up opportunities for him to continue to affirm his innocence, or at least to present more clearly the circumstances and details leading to the incident.

"I really hope that the appellate court will listen, evaluate comprehensively and impartially, to make a judgment that is both strict and sympathetic. This is also what colleagues, students and society expect: a clear truth, justice is served but still retains humanity and prestige for Mr. Tam personally and the education sector," he added.

Similarly, a principal of a high school in Ca Mau province said he and his colleagues were very happy to hear that Mr. Tam was released on bail after more than a year of being detained on charges of embezzling more than VND10.7 million.

"In the past, the school always made contracts, price lists... clear even though it was just a small expense to ensure legality. Most principals only do professional work, so when making documents and bidding procedures, they need to be careful by asking the consulting department to do it in accordance with the law. In the case of Mr. Tam, in theory, he did not do it right, but in terms of emotion, we can see that he is a responsible person with his work, not afraid of hard work to make products serving in teaching work and the effort spent may be more than the above amount of money," this person shared.

Meanwhile, the principal of a secondary school in Can Tho City said: "I follow this incident with many complicated feelings. Through the information published in the press, I see this as a profound lesson for all those working in the education sector.

Regarding Mr. Tam’s motives and actions, it can be seen that his starting point was a good desire - wanting to make equipment for teaching at a more economical cost. However, using fake invoices to legalize self-made products is a serious violation.

This incident also reflects the reality that many schools lack teaching equipment, and shows that some managers do not fully understand legal regulations.

I hope the case will be considered thoroughly, objectively, strictly and humanely. At the same time, this is also an opportunity for the education sector to strengthen propaganda and dissemination of financial management laws to management staff."
