The People's Committee of Lao Cai province has just issued Plan No. 198/KH-UBND on the implementation of the One Commune One Product (OCOP) Program in 2026 with many specific objectives aimed at enhancing the value of distinctive products and promoting rural economic development.

According to the plan, Lao Cai province aims to have at least 60 more potential and strong products from its communes and wards recognized as OCOP products with 3 stars or higher, including at least 5 products achieving 4 stars. The products are oriented towards value chain development, focusing on deep processing, product diversification, and quality improvement to meet market demands.

Alongside developing new products, Lao Cai is consolidating and upgrading at least 50% of the OCOP products that have been previously evaluated and classified. Priority is given to developing products linked to brand building, rural tourism development, and effectively exploiting the unique advantages of the region.

The province is also focused on developing cooperatives and small and medium-sized enterprises (SMEs) participating in the OCOP Program. It is expected that at least 60% of OCOP participants will be cooperatives and about 20% will be SMEs.

Furthermore, the locality strives to have at least 30% more OCOP entities develop value chains based on green OCOP principles linked to stable raw material areas; and expand the number of traditional craft villages with OCOP products to contribute to the preservation and promotion of traditional crafts in the locality.

Regarding human resources, the province aims for a minimum of 27% of trained workers with appropriate qualifications and certificates to work in OCOP enterprises. At the same time, it encourages the participation of women and ethnic minorities in the production and business activities of OCOP products.

In the implementation plan for 2026, digital transformation is identified as a key task aimed at improving the efficiency of managing, promoting, and selling OCOP products.

Accordingly, 100% of new OCOP products achieving 3 stars or higher will receive support to add the OCOP logo to their product packaging.

Lao Cai province is also promoting data digitization and building a product traceability system along the value chain using digital technology. Approximately 80% of businesses with certified OCOP products will receive support in building their own websites for promotion and e-commerce. At the same time, at least 50% of OCOP businesses will participate in modern sales channels such as supermarkets, convenience stores, and e-commerce platforms.

All OCOP products from Lao Cai province are expected to be listed on e-commerce platforms, with the creation of digital storefronts and integration of electronic payment accounts to expand market access.

To achieve the set goals, the locality organized many training activities for OCOP businesses on packaging design, product storytelling, quality standards, intellectual property, digital transformation, and e-commerce.

In addition, activities to connect businesses, promote, and market OCOP products in provinces and cities nationwide continue to be strengthened in order to expand the market for local products.

Lao Cai also focuses on supporting the application of science and technology in production, improving packaging and labeling, building a traceability system, and assisting in registering intellectual property protection for OCOP products. The Department of Agriculture and Environment of Lao Cai province is the permanent agency responsible for coordinating and implementing the OCOP program in the area; coordinating with departments, sectors, and localities to guide businesses in completing dossiers, ensuring quality standards, food safety, and organizing product evaluation and classification according to regulations.

The synchronized implementation of these solutions is expected to create momentum to promote the development of Lao Cai's rural economy towards a modern and sustainable direction, while simultaneously enhancing the value and competitiveness of the local specialty products in the market.
