Immediately after the Lao Cai Provincial People's Committee launched the "90-day and night completion of site clearance" competition, the localities where the railway passes through have taken action with urgency. The project is expected to reclaim about 652 hectares of land, affecting the settlement of nearly 800 households and the production and business activities of more than 100 establishments. Therefore, site clearance has become a key step, determining the progress and success of the project.
In Bao Thang district, where the railway runs for 25.5 km, work is being carried out at a "lightning speed". In the spirit of "counting in the day, setting prices in the evening, and publicizing them the next morning", the district has established 11 working groups with more than 40 members, continuously measuring and counting assets. Up to now, nearly half of the households in the affected area have been counted. One of them is Mr. Ly Van Tung's household, Lang Giang village, Thai Nien commune.
"We are very excited when the national key project passes through our village. The working group came to count our assets and we saw that they were very specific and detailed down to every tree, animal, and square meter of construction, which also created favorable conditions for us in the site clearance work," said Mr. Hung.
The land clearance period falls at the peak of summer, with erratic rain and sunshine, but this does not affect the spirit of the forces responding to the peak period.
Ms. Hoang Thi Thu Dieu, a land official of Thai Nien commune, shared: "During the day, we go together to count the assets, trees, and crops of the people, and at night we will enter the documents and set prices, with the spirit of "braving the wind and overcoming the rain", determined to complete the task."
According to Mr. Ngo Minh Que, Chairman of Bao Thang District People's Committee, during the site clearance process, many administrative procedures were shortened to speed up progress but still ensure compliance with regulations, maximizing benefits for the people.
"The District Steering Committee has thoroughly informed all working groups to properly implement the Prime Minister 's Directive: If you promise, you must do it, if you commit, you must do it, if you do it, you must have results, measured by quantified data," said Mr. Que.
Not only in Bao Thang, in Lao Cai city, where the railway passes through 15.3 km, the site clearance work is also taking place urgently. With more than 192 hectares of land to be recovered, the level of impact is large, combined with adjustments to the route, but the site clearance progress is still maintained thanks to the consensus of the government and the people.
Mr. Doan Van Ngan, Chairman of the Vietnam Fatherland Front Committee of Lao Cai city said: "With all solutions, we will propagate to the people so that they understand, from there share as well as work with the city to propagate to relatives and people in villages, hamlets, and residential groups to well implement the policies of the Party and State".
Along with land acquisition, Lao Cai is also implementing 16 resettlement projects with a total investment of nearly 300 billion VND and 4 land leveling and technical infrastructure projects with an investment of approximately 1,000 billion VND; investors of these projects are urgently completing procedures to start construction simultaneously in early June.
