Using electronic identification and authentication as the foundation for digital transformation.

This was the directive given by Comrade Huynh Quoc Viet, Alternate Member of the Central Committee of the Party, Standing Deputy Secretary of the Ca Mau Provincial Party Committee, at the conference summarizing one year of implementing Resolution No. 57, the overall program for state administrative reform, and Project 06, held on the afternoon of December 24th.

Also attending the conference were Comrade Lu Quang Ngoi, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; and Comrade Ho Thanh Thuy, Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Ca Mau province.

Permanent Deputy Secretary of the Provincial Party Committee Huynh Quoc Viet emphasized the requirement to put people and businesses at the center of digital transformation.

After a year of implementation, Resolution 57 of the Politburo has become a strategic guiding pillar for the development of science and technology, innovation, and digital transformation. Ca Mau province has issued many breakthrough policies, most notably the zero-fee policy for online administrative procedures, encouraging people and businesses to participate in the digital environment.

The leaders of Ca Mau province chaired the conference, agreeing on solutions to deepen and strengthen digital transformation and administrative reform .

In the field of administrative reform, all 2,234 administrative procedures under the province's jurisdiction have been announced for implementation across geographical boundaries, achieving 100%. In 2025, the Public Administrative Service Centers received and processed 5,573 applications across geographical boundaries, with the majority being processed correctly and ahead of schedule. The rate of online application processing reached 97.83%, applications through online public services reached 91.53%, digitized applications reached 90.95%, and 98.6% of online payment transactions were successful.

The implementation of Project 06 has also achieved many outstanding results: the issuance of chip-embedded citizen identity cards and the activation of electronic identification accounts have been implemented synchronously, the rate of level 2 electronic identification has exceeded the set target, creating an important foundation for providing online public services, authenticating digital transactions, and developing digital utilities in healthcare, insurance, education, banking, transportation, etc.

Speaking at the conference, Standing Deputy Secretary of the Provincial Party Committee Huynh Quoc Viet emphasized: Agencies and localities need to continue to enhance political determination, promote data interconnection and sharing, overcome limitations in infrastructure and digital capacity at the grassroots level, and ensure that digital transformation is in-depth, substantive, and sustainable in order to better serve the people.
