Flexible solution for managing exit and entry vehicles

From August 15, 2025, according to Decree No. 167/2025/ND-CP, owners of vehicles transporting goods across borders and border gates must make customs declarations. After more than a month of implementation, the Customs Branch of Region VI has proactively and flexibly implemented professional measures to ensure smooth customs clearance activities.

Decree No. 167/2025/ND-CP takes effect from August 15, 2025, amending and supplementing a number of articles of Decree No. 08/2015/ND-CP of the Government detailing and implementing measures for the Customs Law. Accordingly, the new point of the decree is that vehicle owners must fully declare information related to vehicle type, chassis number, engine number, owner, transport license or intermodal license with a list of exported and imported goods. In addition, vehicle owners must pay a customs fee of VND 20,000/declaration according to Circular No. 14/2021/TT-BTC.

The new regulation is considered necessary to tighten management, especially for temporary import-re-export and temporary export-re-import activities, contributing to preventing trade fraud. Ms. Ha Thi Kim Dung, Head of the Customs Department of Huu Nghi International Border Gate (Lang Son) said that since the beginning of August, the unit has notified and guided import-export enterprises and owners of means of transporting goods from Vietnam and China, so when the decree takes effect, declarations take place quickly and customs clearance for import and export is smooth.

According to Ms. Dung, the total number of vehicles carrying imported and exported goods cleared through customs in the area in the first eight months of 2025 reached 172,464 vehicles, an increase of 16% over the same period in 2024. The total import and export turnover of all types reached 35.38 billion USD, an increase of 9% over the same period in 2024. After two days of implementing (August 15 and 16) the procedure of "opening declaration of exit and entry vehicles", the total number of vehicles carrying imported and exported goods reached 3,302 vehicles (737 vehicles exported; 2,565 vehicles imported).

To facilitate businesses, the Customs Branch of Region VI has implemented many timely solutions. Accordingly, customs at border gates proactively printed leaflets with instructions on declaration forms in both Vietnamese and Chinese, and posted them publicly at the procedure points so that businesses and vehicle owners can grasp, study and comply with regulations.

Mr. Trieu Quang Hoa, Deputy Head of Chi Ma Border Gate Customs (Loc Binh Commune, Lang Son) said: Realizing that when drivers carry out customs procedures for vehicles according to new regulations right at the control gate, it will cause congestion, the team has proactively resolved for vehicles, especially from China, to move to the assembly, inspection and supervision location, and then carry out the declaration with the vehicle. This measure helps make customs declaration for vehicles convenient, without affecting customs clearance activities at the border gate.

In addition, the customs force at the border gates also proactively coordinates with businesses operating ports to arrange separate declaration areas, with staff to support vehicle owners in making declarations according to new regulations. However, the biggest problem is that there is no electronic declaration software. Currently, businesses and vehicle owners must declare on paper, submit it to customs for data entry, print and hand over, a process that takes a lot of time and is repeated many times. Mr. Ngo Van Dung, Deputy Head of the Customs Department, Customs Branch VI, said that manual declaration causes a vehicle to have to declare many times, causing inconvenience for businesses and increasing work pressure for customs officers.

Representatives of some import-export enterprises in the Tan Thanh and Coc Nam border gates shared that the criteria in the declaration form have a lot of information, there is no remote declaration software, so enterprises have to arrange more staff just to complete the procedures. During the inspection at Huu Nghi International Border Gate on August 18, in addition to appreciating the efforts of the customs sector and functional forces, Vice Chairman of the Provincial People's Committee Doan Thanh Son also emphasized that the propaganda and guidance work is still lacking in synchronization; the application needs to be flexible and suitable to management practices.

To promptly resolve the problem, the Customs Branch of Region VI has conducted research and developed its own software to support businesses and vehicle owners in making declarations on the electronic system, while helping customs agencies integrate information about means of transport on the electronic declaration system. This is a proactive step to reduce dependence on paper declarations, helping businesses save time and costs.

However, the internal software is only temporary. In the long term, a modern management system is needed to be shared on the national single window system, integrating declaration of goods and vehicles, and at the same time, it is necessary to amend the declaration form in the direction of streamlining the declaration criteria. Lang Son province has determined to strengthen its grasp, monitor the situation and exchange with the Chinese side, ensure reasonable flow and regulation of vehicles, and promote propaganda to businesses on both sides.

Decree No. 167/2025/ND-CP is a correct and necessary policy to strengthen the management of means of transporting goods across the border, contributing to the fight against trade fraud and creating a transparent environment. Practice in Lang Son shows that thanks to the flexible solutions of the Customs Branch of Region VI, many initial difficulties have been resolved, and import and export activities are still taking place smoothly.

However, in the context of the customs industry undergoing strong digital transformation, building software to manage import and export vehicles is an inevitable requirement for the new regulations to be effective, both serving state management and creating convenience for the import and export business community.
